Why is this role important?
The Data Request Services (DRS) program area is responsible for responding to custom data requests related to CIHI's acute and ambulatory care data, including requests received through Health Data Research Network Canada's Data Access Support Hub (DASH) and the management of CIHI's corporate data request program. This includes developing documentation and providing support to internal and external stakeholders related to 3rd party data disclosure policies, procedures, and tooling.

The Senior Analyst is a key member of the DRS team and has a broad range of responsibilities. Activities include responding to data requests, consulting with clients, developing detailed specifications, analyzing data, implementing and enhancing quality assurance activities, and generating analytic outputs.

What you'll do
1. Responds to customized requests for information from internal and external clients. Key activities include working with clients to develop request specifications and requirements, data extraction and quality assurance activities.

2. Provides professional and timely client support to respond to internal and external client queries as required. This includes verbal and written communication with clients and completing CIHI and DASH reporting requirements to support project tracking.

3. Maintains detailed knowledge of data, tools, and analytical techniques used to produce standard and ad-hoc outputs.

4. Leads and/or contributes to the development of materials (e.g., methodology or technical notes, procedures) to support internal and external clients.

5. Ensures adherence to, and ability to demonstrate compliance with, CIHI's privacy and security policies and procedures when using CIHI data and information.

6. Maintains current knowledge of CIHI's data holdings, trends in health services research and health policy, and stakeholder information needs to support current work and contribute to the development of new analytic proposals.

7. Participates in other meetings and corporate project teams as required.

What you'll bring to the table

• Undergraduate degree in a related field, or equivalent education/experience. A graduate
degree in is an asset.

• Three to five years related experience working with relational databases / large datasets,
including manipulating, maintaining, validating, and preparing data and presenting analyses and reports for different audiences.

• Proficiency with data manipulation and statistical software, such as SAS, R, Python or other statistical software is essential.

• Proficiency in use of Microsoft Office applications.

• Excellent interpersonal skills and ability to work as part of a multi-disciplinary team with minimal supervision.

• Proven organizational and time management skills, with an ability to manage multiple projects and priorities effectively to meet deadlines.

• Excellent attention to detail and problem-solving skills.

• Fluency in English is required; bilingualism is an asset.

Pourquoi ce rôle est-il important ?
L'équipe du Service des demandes de données est responsable du traitement des demandes personnalisées en lien avec les données de l'ICIS sur les soins ambulatoires et de courte durée, y compris les demandes reçues par l'entremise du Guichet de soutien à l'accès aux données (GSAD) du Réseau de recherche sur les données de santé du Canada, et de la gestion du programme de demandes de données de l'ICIS. Elle doit notamment assurer la préparation de documents et offrir un soutien aux intervenants internes et externes en ce qui a trait aux outils, procédures et politiques de divulgation de données à des tiers.

L'analyste principal, membre important de l'équipe du Service des demandes de données, assume un large éventail de responsabilités. Il est principalement appelé à répondre aux demandes de données, ce qui nécessite la consultation de clients, l'élaboration de spécifications détaillées, l'analyse de données, la mise en œuvre et l'amélioration d'activités d'assurance de la qualité, ainsi que l'élaboration de produits analytiques.

Quelles seront vos responsabilités ?
1. Répondre aux demandes d'information personnalisées des clients internes et externes, ce qui implique notamment l'établissement des spécifications et des exigences des demandes en collaboration avec les clients et la participation à des activités d'extraction de données et d'assurance de la qualité.

2. Fournir un soutien rapide et professionnel en répondant aux questions des clients internes et externes, au besoin. Pour ce faire, communiquer de vive voix et par écrit avec les clients et satisfaire aux exigences de déclaration de l'ICIS et du GSAD afin de permettre le suivi du projet.

3. Maintenir des connaissances approfondies des données, des techniques d'analyse et des outils utilisés dans la production des rapports standards et spéciaux.

4. Diriger ou appuyer la rédaction de documents de soutien (p. ex. notes méthodologiques ou techniques, procédures) destinés aux clients internes et externes.

5. Assurer la conformité aux politiques et procédures de l'ICIS en matière de respect de la vie privée et de sécurité, et être en mesure de démontrer qu'elles sont respectées, dans le cadre de l'utilisation des données et de l'information de l'ICIS.

6. Tenir à jour sa connaissance des banques de données de l'ICIS, des tendances dans la recherche sur les services de santé et les politiques de santé, et des besoins en information des intervenants afin d'appuyer les travaux actuels et de participer à l'élaboration de nouvelles offres analytiques.

7. Participer à d'autres réunions et équipes de projet de l'ICIS, au besoin.

Que mettriez-vous à profit ?

• Diplôme universitaire de premier cycle dans un domaine pertinent ou combinaison équivalente de formation et d'expérience. Diplôme d'études supérieures, un atout.

• De 3 à 5 ans d'expérience de travail avec des bases de données relationnelles ou de vastes fichiers de données, ce qui comprend la manipulation, la tenue à jour, la validation et la préparation de données, de même que la présentation d'analyses et de rapports destinés à divers publics.

• Maîtrise de la manipulation de données et de l'utilisation de logiciels statistiques, y compris SAS, R, Python et d'autres logiciels statistiques, essentielle.
