Position Description:
Heath Safety & Environmental (HSE) Manager


As a Health Safety & Environmental (HSE) Manager for Westview Projects Inc., your base of operations is the Westview Projects head office, located at 18 Louisa St., Ottawa, Ontario.

The Health Safety & Environmental Manager works closely with jobsite staff, specifically Superintendents and Trade Partners, to ensure protocols are in place and that the teams are building a safety culture.

VP of Construction

Essential Functions/Responsibilities:

  • Implement safe work practices and procedures, based on provincial regulatory requirements, and assist in developing the Westview Safety Culture
  • Ensure all jobsites maintain proper visuals on Safety Bulletins, with signage, posters, etc. for all workers, including signage orders, as required
  • Maintain inventory of Life Safety equipment (hard hats, safety vests)
  • Deliver projectspecific safety orientations
  • Monitor employees and subcontractors onsite to ensure compliance to Westview Projects' Health & Safety procedures
  • Monitor sub trade safety performance (sub trade safe work practices and job hazard analysis)
  • Develop HSE content for Tail Gate/Safety Talks
  • Develop and implement projectspecific HSE work plans
  • Prepare staff communications (safety memos or bulletins)
  • Monitor and track certification requirements for Westview employees
  • Provide and coordinate all staff safety training & updates, where required
  • Identify corrective actions to be take following inspections and incident investigations
  • Assist with incident investigations, submit required reports
  • Assist with employee Return to Work programs
  • Assist with the development of safe work practice, safety awareness and job hazard identification tools
  • Track monthly Safety Submittals
  • Review projectspecific information and statistics to develop trends and action plans
  • Oversee WSIB Clearance Certificates
  • Oversee subtrade Health & Safety compliance documentation
  • Provide HSE summaries and/or HSE legislative changes/updates to project management teams and VP of Construction
  • In regular communication with Superintendents and VP of Construction regarding HSE changes, updates and/or incidents
  • Coordinate emergency response drills
  • Attend Joint Health and Safety Committee Meetings
  • Maintain a working knowledge of, and provide advice to Westview executive team and project site teams on the interpretation of the Ontario Health and Safety Act and regulations, (MOL, MOE, TSSA, WHIMIS regulations) as they relate to both public and worksite safety
  • Process Ottawa Locates, as needed
  • Regular travel to jobsites is required
  • Perform any related duties as requested

Qualifications:

  • Postsecondary diploma/degree
  • Safety designation such as a National Construction Safety Officer (NCSO) or Construction Health and Safety Technician (CHST)
  • Direct experience in a health & safety role in a related industry
  • Working knowledge of provincial safety legislations (OHSA)
  • Knowledge of construction processes and terminology
  • Strong written & verbal communication, effective presentation skills
  • Ability to maintain strong business relationships
  • Proficient with Microsoft Office
  • Ability to work independently and as part of a team
  • Aptitude for new technology
  • Valid driver's license and vehicle
  • Bilingualism is an asset
