The Recruitment and e-Records Operations team serves to provide superior client service, advice, analysis, support, guidance, and resolution on a range of system, program and process matters in both Recruitment and e-Records.
An area such as this requires a strong and knowledgeable Manager who is responsible for the successful operation of both teams by leading the two Team Leads.
The incumbent will be both a recognized and strategic leader with an exceptional level of client experience and knowledge of Recruitment Management Systems and e-Records.
The Manager will oversee all activities related to a complex Human Resources transactional processing in a Talent Management and Document Management system.
The successful incumbent leads, coaches and develops a team in the provision of transactional recruitment/e-Records activities, linking performance with organizational goals and objectives.
This position will interact frequently with team members, external clients, and peers at management levels. The Manager possesses a working knowledge of transactional human resources to support team members in developing innovative concepts and promoting new ideasDescription:
Provides guidance and support to deliver key initiatives for the recruitment and e-Records teams. Directs a high performing, highly engaged workforce through effective and measurable leadership activities and behaviours. Develops and implements performance plans for staff, identifies opportunities for succession planning and project work mation in this field.
Accountable for developing an annual business plan including outcomes Participates in strategic development /planning for both short and long term planning within HR Shared Services that is aligned with organizational direction.
Identifies, develops, implements and generates performance metrics. Leads or collaborates on root-cause analysis for HR transactional related errors.Collaboratively evaluates and analyzes existing policies, procedures and business processes; drafts, proposes and implements changes and/or quality control measures leading to best practice operations.
Collaborates on the implementation of terms and conditions of employment and collective agreement updates within the RMS, PeopleSoft, ABBYY and OnBase.
Encourages and implements continuous improvement measures within work groups.Communicates actively with HR Shared Services, Talent Acquisition, HR Business Partnerships, IT, and hiring managers to review cross-portfolio impacts and reconcile data sharing.
Develops and builds healthy relationships with internal customers and external vendors to optimize efficiency, sustainability and effectiveness.- Classification: Manager

Required Qualifications:
Baccalaureate Degree in a related field required years relevant experience in large and complex organizations Knowledge and experience in any of the following areas: HR Systems, Workforce Admin, Experience in a unionized environment Experience in health care or other government agencies Demonstrated proficiency with Talent Management Systems (Taleo preferred) Demonstrated proficiency with HR Information Systems (PeopleSoft preferred) Proficient in MSOffice suite, including Excel A demonstrated clear pattern of professional and personal development.
Good judgment and independent decision making required for complex issues Successful record of achievement as a leader, including a role in quickly building up a high-performance team Effective communicator with strong organizational skills, client focused orientation and commitment to providing long term quality services.
