CONTRIBUTING TO THE CMPA
The People & Culture department is responsible for developing and implementing the People Strategy, which sets the foundational building blocks for modernizing the employee experience, cultivating the CMPA's organizational culture, and transforming our approach to talent management.
The department has accountability for creating an employee experience in which the CMPA's people are inspired, connected and empowered to bring the Association's vision, mission and strategic plan to life in service of our members and the Canadian healthcare system.
POSITION OVERVIEW
Reporting to the Executive Director, People and Culture, the Manager, People Services leads a team of professionals who deliver core HR operational services and advice to the Association's leadership team and workforce.
The Manager is responsible for service delivery in the areas of talent acquisition, onboarding, internal talent movement, day to day salary administration, job design and slotting, employee performance management, employee recognition, employee relations and workplace investigations, and leave and disability management administration.
In addition, the Manager is responsible for designated HR cyclical program delivery and administration, compliance-based policy development, employee data and records, the tracking and monitoring of HR operational metrics, and the effective use of HR systems for core service delivery to the business.
The Manager establishes priorities and objectives, drives process efficiency and service delivery improvement initiatives, supports effective workflow and workload distribution, and oversees the activities in support of day-to-day operations within the People Services team.
In addition, the incumbent collaborates with centres of expertise in Total Rewards, Talent Management, Organizational Learning & Collaboration, and Organizational Change in the delivery of programming and operational services.
POSITION ACTIVITIES
- Lead and empower a team of HR professionals and provide them with the tools and resources they need to implement team priorities and objectives, and support them in their continued growth and development.
- Promote effective workflow and workload distribution within the team.
- Lead the hiring process and onboarding for direct reports.
- Establish objectives and learning plans, provide ongoing feedback and coaching, and prepare performance reviews.
- Act as a secondlevel resource for approvals and/or issues that require escalation, including HR policy interpretation, employee relations, salary assessments, disability management and accommodation, and job analysis and slotting.
- Lead and/or coordinate workplace investigations with the assistance of external investigators as required.
- Accountable for the accuracy and integrity of HR data and system transactions, including ensuring processes for quality assurance and approvals.
- Identify, oversee and implement initiatives that improve team effectiveness and operational processes, including collaborating with technical staff to plan for HR system updates and enhancements to existing core HR business processes.
- Oversee vendor relationships for applicant tracking system, LinkedIn Recruiter and Career Site, HR Downloads, DocuSign and other designated HR systems.
- Partner with colleagues within the People & Culture leadership team to ensure alignment of goals, coordination and integration of HR advice, services and solutions, and a healthy and collaborative work culture across the People & Culture team.
- Collaborate with the Talent Management team on organizational design projects.
- Oversee the delivery of designated cyclical HR programs, e.g. new employee/people leader orientation, employee recognition, compliancebased learning (e.g. workplace violence and harassment prevention, etc.), flexible work arrangements, including associated events, communications, learning and program administration.
- Work in collaboration with the People & Culture leadership team to plan for and deliver people strategy policies and programs that enable employee attraction, retention and engagement, employee wellbeing, and equity, diversity & inclusion.
- Ensure equity, diversity and inclusion (EDI) principles are embedded within programs, processes and services that support the employee life cycle.
- Lead various EDI initiatives to support the Association's EDI strategy, including executing recruitment strategies to enhance the diversity of the CMPA's workforce; supporting the development and movement of diverse talent across functions and business areas; and enhancing inclusive hiring and promotion practices for underrepresented or marginalized groups at all levels.
