This position will support internal policy development efforts related to advocating for regulatory changes that will enable Hydro One's corporate strategy through:

  • Conducting regulatory research to support internal policy development
  • Coordinating drafting of individual submissions
  • Monitoring and analyzing regulatory policy developments in Ontario
  • Supporting overall governance of Strategic Policy Committee (SPC) work, including: Monitoring and reporting on internal policy development activities.
  • Maintaining uptodate progress reporting for leadership (e.g. SPC, ELT briefs, briefings for the Board of Directors)
  • Preparing materials for SPC and Standing Policy Working Group (SPWG) (e.g. slides, briefs, meeting minutes, etc.)
  • Facilitating internal policy development teams.
  • May be required to work on OEB regulatory proceedings and compliance on an adhoc basis in the development, filing and defending of regulatory proceedings (Written/oral) and work with staff within the Ontario Energy Board (OEB) to ensure the requirements of filings and compliance submissions are fully understood.
  • Support the development, approval and submission of regulatory and policy filings to regulatory agencies associated with revenue requirement, rate design, recovery of deferral accounts, regulatory reporting, asset sales and acquisitions and compliance issue/challenges.
  • Contribute to the development of strategies, tactics and positions for the Company to adopt related to regulatory and policy issues. Conduct risk assessments and business analysis to ensure the strategies, tactics and positions are based on wellfounded business cases.
  • Work with expert staff to conduct the necessary business Analysis and prepare the regulatory and policy submissions required to successfully achieve the business objectives of Hydro One.
  • Support and develop the business relationships needed between Hydro One and the OEB, the IESO, and other utilities and industry associations to ensure Hydro One interests are understood and positions adopted, as appropriate. Develop and maintain a network of internal and external business associates including peers within the OEB, other utilities, industry associations and all key business units within Hydro One. Assist in negotiating positions which may be of a controversial nature convincing them to adopt a course of action to one which is aligned with the business objectives of the company and achieving efficient and favorable regulatory and policy outcomes.
  • Support the development of regulatory and policy submissions by Identifying the required deliverables and assist with planning, scheduling and assigning the required tasks. Prepare schedules of key tasks and deliverables, monitor progress of deliverables and related quality, update the schedules and provide recommendations for corrective action. Prepare and present reports outlining the status of the project and need for corrective actions.
  • Develop a budget for submissions, obtain the necessary approvals through the development of a business case and establish a cost control, approval and monitoring mechanism to ensure effective management of the budget. Prepare reports covering the financial status of project.
  • Provide advice to Supervisor on effectiveness of team members for future involvement in regulatory and policy matters.
  • Assist with the formulation of process improvements to streamline regulatory approvals by ensuring efficient processing of regulatory submissions.
  • Support the development of regulatory and policybased special studies such as studies on Performance Based Regulation, Concepts for Cost Allocation and Rate Design, Regulatory efficiency.
  • Participate on OEB or IESO lead industry teams related with regulatory matters.
  • Perform other duties as required.

Selection Criteria:

Education:

  • Requires knowledge of financial concepts, economics, engineering, quantitative analysis, statistics in order to develop business strategies and business cases for presentations.
  • Requires a good knowledge of English to develop effective written submissions and make effective presentations to internal and external committees and promote new strategic and policy options.
  • This knowledge is considered to be normally acquired through the completion of 4 years of University training (Grade XII plus 5 years).
