POSITION SUMMARY

Reporting to the Chief Executive Officer (CEO), the Chief Capital Officer (CCO) is responsible for providing strategic leadership and direction for the design and construction of the network infrastructure related to Capital Projects. Leading the Engineering, Construction and Expansion Group (EC&E), the CCO will ensure appropriate standards and procedures are in place for scope, schedule and cost control, including financial accountability, contract and schedule management; coordination of property acquisition, design and construction quality; coordination of consultation and communications with key partners.

The CCO will play an integral role in shaping the future of the TTC, providing a transformative vision and innovative strategies to build and deliver a system that supports the projected growth of the GTA region. They will oversee a capital budget over the next ten years of approximately $7 billion dollars and a team of approximately 800 employees through eight direct reports.

Through strategic leadership and direction, the CCO will consistently meet the TTC's highest standards for safety, efficiency, and regulatory compliance; enabling an excellent customer experience that supports the continued economic growth and quality of life in Toronto and surrounding regions.

SCOPE & RESPONSIBILITIES

The duties of this role will include but are not limited to the below:

  • and provide active leadership to staff in the various departments of the EC&E Group, ensuring a high level of performance, quality, and customer service.
  • develop, and champion a multi-year strategic infrastructure implementation plan and ensure resourcing to achieve short-term and long-term business deliverables.
  • optimal sequencing of priorities for infrastructure build, repair, optimization, and expansion - considering ongoing growth, benefits, and effective infrastructure delivery in a phasing plan.
  • leadership to Chief Project Managers, Directors and Managers, empowering them to achieve performance objectives, and provide sign-off on decisions of significant investment/risk.
  • the design, environmental analysis, and oversight of the construction of Capital Projects and construction of other major transit facilities, ensuring they are built on-time, within budget, and to appropriate standards.
  • and establish collaborative, value-added working relationships with business partners (communities, government, CN, Metrolinx, Infrastructure Ontario, York Region, and consultants) to increase influence, ensuring access to vital information and support for programs.
  • in the development and negotiation of contracts, cooperative agreements, and business relationships with construction contractors, municipalities, utilities, regulators, and other government agencies.
  • best practices are utilized in the planning and management of construction works and operational service; minimizing the impact on customers, operational disruption, and maximizing construction productivity.
  • the TTC in design and construction-related legal and financial issues, contractual matters, public safety, and related issues.
  • and participate in the development and administration of the division's annual and program life budget; approve the forecast of funds needed for staffing, equipment, materials and supplies.
  • and consolidate budgets of reporting department heads and managers; lead the identification of value-add activities, championing cost effectiveness and ensuring fiscal prudence, providing approvals for major expenditures/contracts.
  • the proactive development of technical and leadership capacity for a sustainable operation through solid talent management and employee engagement. Lead the ongoing management of staff redeployment required to support changing project demands.
  • opportunities to promote Capital Projects and the TTC through public engagement (speaking, presenting) and by consciously modeling the values and leadership competencies of the organization.

KEY SKILLS & QUALIFICATIONS

  • experience in progressively senior leadership roles, developing corporate strategy and leading the provision of services to the public.
  • in leading major infrastructure projects – design, engineering, financials and budgeting, construction management, transportation, as applied to linear infrastructure, structures, roadways, facilities, and related transportation projects.
  • to oversee and coordinate large teams and work in a highly matrixed organization.
  • business and financial acumen (strategic planning, budget and resource management, analytics, performance management).
  • knowledge of provincial and municipal government organization structures and legislation in order to develop strategies and establish strong business relationships.
  • communication skills to effectively reach a broad audience of internal and external key stakeholders.
  • knowledge of Bentley, Primavera, and Revit.
  • project management and execution skills.
  • working in both the public and private sector is preferred.

EDUCATION & PROFESSIONAL CREDENTIALS

  • Degree in Engineering, Architecture, or related field and/or relevant experience
  • MBA is preferred
  • Engineer (PEng) or equivalent designation is preferred
  • certification or equivalent certification is an asset
