Job Summary/Basic Function

  • The Social Development Manager is the City's primary liaison with community groups, agencies, and other levels of government on complex social issues facing the city. This position strives to build the capacity of the social sector through convening, coordinating and working collaboratively with stakeholders within a systems approach. This includes alignment and coordination of strategies andefforts for optimum community impact, as well as positioning the community for senior government investment. Focus areas include convening collective efforts that are proactive and designed to improve wellbeing with a particular focus on equity, inclusion and prevention; and reactive solutionfocused and designed to mitigate the impacts of complex social challenges (i.e. homelessness).

Duties

Develop strategies, recommendations, policies, programs to prevent and reduce homelessness and related social issues within the City of Kelowna

  • Coordinate the development of the City's approach to provide equitable access to opportunities focused on improving wellbeing, with a particular focus on prevention and reduction of complex social issues related to health, homelessness in Kelowna.
  • Research, data analysis and report writing in terms of the City's role related to the social issues, including recommendations to senior management and City Council.
  • Work in collaboration with other City departments to align efforts, provide recommendations on policy, community plans and strategies, and program development.

Foster collaboration between agencies, community and government on social issues

  • Build relationships, liaise and maintain communication with social agencies or groups to ensure efforts to improve community wellbeing and address social issues are system focused, aligned, and coordinated.
  • Advocate through different levels of government for services and programs aimed at community social wellbeing, along with the prevention and reduction of homelessness and other social issues.
  • Support the development of community strategies and action plans to position the community for opportunities for senior government investment.

Act as a liaison between the City, federal and provincial funding programs, private/corporate funding sources and various social agencies in our community

  • Embracing a collective impact model, engage community and funding partners to actively work together to make the most effective use of available funding and resources to create accessible opportunities for citizens to improve their wellbeing, and to reduce and prevent homelessness and other social ills.
  • Research and coordinate responses to funding opportunities that focus on prevention and solutions to social issues.

Promote awareness and a culture of respect and inclusiveness

  • Acts as the City's point person on homelessness and related social issues for atrisk individuals and families.
  • Build awareness and strengthen capacity of City operations and divisions for embedding equitable approaches while mitigating community impact of social issues.
  • Develop and maintain an understanding of Social Servicing Sectors, including the Homeless-ServingSector, and the intersections between sectors in Kelowna, related to social wellbeing, social services, supports, and the housing and health systems.

Qualifications

  • A University Degree plus a minimum of 5 years progressively senior leadership experience relevant to community development, the nonprofit sector and/or the complex social issues relating to homelessness.
  • Experience in strategic planning, facilitation, conflict resolution, collaborative leadership/collective impact, notforprofit governance is critical. Experience in community development and/or housing and homelessness initiatives is considered a significant asset.
  • You are a proven leader, a systems thinker and have strong strategic planning abilities. You are objective and use tact and diplomacy in handling politically sensitive issues. Your strong public relations skills will be key in dealing with multiple levels of government, the nonprofit sector, business and development sectors, members of the public, communitybased organizations and City departments and staff in moving City initiatives forward and defining an appropriate role for the City, as well as serving th
