PROGRAMS OPERATIONS MANAGER - COVERAGE

JOB SUMMARY


Reporting directly to the Senior Manager of Housing, the Coverage Project Operations Manager (POM) will work closely with Vancouver PHS project and program managers, senior managers and all staff.

As an excluded manager, this role is responsible for day-to day coaching, hiring, training and discipline of CUPE 1004 staff.

This role will work out of all Vancouver PHS sites and travels to any site in need during shift. It is responsible for emergent calls and coverage issues in both Housing and Program projects.

This position works closely with Senior Managers, other excluded POM roles, as well as the HR Team to ensure that the needs of the organization are met.

KEY RESPONSIBILITIES
This job includes, but is not limited to, the following:

  • Responsible for employee attendance management including: timesheets; absences due to injury or illness; shift adjustments; calling/texting out unfilled shifts and schedule vacancies; doing last-minute shift coverage; reviewing schedules in advance to identify potential upcoming issues and collaborating closely with the rest of the coverage team.
  • Responsible for the recruitment, onboarding, training and retention of employees.
  • Coaches staff on developmental plans and conducts regular performance reviews.
  • Responsible for sending staff home when necessary.
  • Directly supervises coordinators, mental health workers, independent contractors and directs work for all staff associated with the sites.
  • Responsible for composing a nightly report for the management teams on staffing and resident/participant/shelter guests incidents or concerns that emerge throughout the shift.
  • Responsible for ensuring compliance with Collective Agreements and all other employee policies and procedures.
  • Ensures that the buildings/sites are physically wellmaintained and that all policies are full complied with (room checks, guest signin).
  • Investigates work conduct and staff performance issues and facilitates any necessary remedial action or progressive disciplinary action up to and including termination through participation in grievance processes and other labour relation matters.
  • Responsible for the effective and supportive communication between staff, participants, peers, community agencies and service providers, maintaining respectful, responsive working relationship with community service providers and partners.
  • Liaises with partner organizations and outside agencies in supporting residents'/participants' access to communitybased services including housing, health care, social services, financial aid, and supportive employment.
  • Responds to escalated participant concerns and complaints.
  • Initiates a coordinated response in crisis situations and immediately notifies senior management.
  • Reviews and ensures that Operations Manuals or Books of Knowledge (BoK), and program procedures are uptodate at each site.
  • Maintains the overall Occupational Health and Safety (OH&S) program, ensuring all staff are properly trained and operating in accordance with the law and established best practice.
  • Represents the Employer at internal OH&S sub and central committees, harm reduction meetings, and in external funder and community stakeholder meetings.
  • Oversees specific program budgets, responsible for monitoring expenditures, performing variance analysis, and reporting to senior management.
  • Provides feedback on the development and continuous improvement of programs and projects.
  • Participates in strategic planning as required.
  • Other duties as required.
QUALIFICATIONS / EXPERIENCE

  • Bachelor's Degree in a relevant area and five to seven years of management experience or equivalent combination of education, training, and experience.
  • Knowledge of budget management.
  • Demonstration of superior interpersonal skills with a preference to working as part of a team.
  • Proven ability to be highly selfmotivated, demonstrated initiative and recommend changes when required to improve operations.
