Position Summary
The Release of Information and Privacy Specialist is responsible for processing all requests for patient health information under the Personal Health Information Protection Act (PHIPA) in consultation with the Manager of Data Analytics & Health Information Management.
The Specialist may assist the Privacy Manager in processing requests for general or personal information under the Freedom of Information and Protection of Privacy Act (FIPPA).
The Specialist may assist the Manager Privacy Services with other privacy and access duties such as compiling annual statistics for the Information and Privacy Commissioner of Ontario (IPC), correction requests under PHIPA, system audits, process improvement, research, etc.
Qualifications:
Education:
- Ontario Secondary School Graduation Diploma or equivalent is required
- Formal training in access and privacy regime and recognized certification in access and privacy is preferred.
- Graduate of an approved course for Health Information Professionals is preferred
- Completion of a recognized postsecondary diploma/degree is an asset
Experience:
- Minimum three (3) years of experience in a Health Records and Privacy setting is required.
- Minimum of two (2) years of work experience in dealing with legislative Acts which govern release of patient information, (Public Hospitals Act, PHIPA, Coroners Act etc.) is required.
Competencies:
- Demonstrated skills in typing, filing, office methods, and business English.
- Demonstrated ability to accurately follow established patterns and procedures in retrieving the appropriate pieces of patient information and in processing requests.
- Demonstrated ability to work under pressure.
- Highly developed emotional intelligence and the ability to deal professionally with challenging stakeholders.
- Demonstrated adaptability and ability to use judgement in assessing contents of Record while following established procedures.
- Demonstrated accuracy, language ability, attention to detail, ability to utilize own initiative and make decisions.
- Demonstrated ability to communicate in English (both verbally and in writing) effectively with physicians, paramedical staff, legal representatives, patients, etc.
- Demonstrated excellent presentation skills.
- Demonstrated computer literacy and ability with Microsoft office, historical health records software (ie. Charm, CIS, PIR, Meditech, File Director), and CERNER Health Records Applications (ie. Request Manager, Chart Tracker, Physician Deficiency Analysis, Patient Deficiency Analysis, Explorer Menu, Powerchart).
- Demonstrated ability to set priorities, use excellent organizational and time management skills and to use good judgement either working independently or in a group as a team member.
- Demonstrated ability to adapt to high volume work which involves concentration and a great deal of accuracy.
- Demonstrated ability to operate office equipment (microfilm reader printer, photocopier, scanner)
- Demonstrated ability to present a professional presence at all times.
