Position Summary
The City of Regina is recruiting for a new Bylaw Enforcement Officer II which is responsible for enforcement of bylaws and related statutes, conducting investigations and inspections, resolving complaints, gathering evidence, and initiating appropriate action.
Duties & ResponsibilitiesInvestigates proactively and responds to complaints, violations, or non-adherence to municipal bylaws and provincial statutes and regulations on private and public land and properties (e.g. Community Standards Bylaw, Traffic Bylaw, Clean Property Bylaw, Weed Control Act, etc.).
Reviews new and pending cases, collects background information, tracks activities, actions, and remedies
Documents and logs investigates/inspections including interviews, photographs, measurements, notices, orders, and related actions and costs
Matches and validates contactor, external agency, and other related case costs
Liaises and refers cases to other City departments for action e.g., building structure issues
Prepares and organizes court briefs for prosecutions, and related appeals, if unable to obtain voluntary compliance
Provides technical advice and interpretation of bylaws and regulations for public, internal, and external stakeholders
Prepares statistical reports on investigations
Maintains filing systems in accordance with branch procedure and corporate records management policies and procedures
College diploma in Law Enforcement
Class 5 driver's licence
Greater than three years of previous and on-the-job experience in enforcement activities Knowledge, Skills & Abilities
Knowledge of enforcement procedures, investigations, interviewing techniques, collecting and giving evidence, court procedures/judicial processes, prosecution preparation policies, procedures, and practices
Knowledge of customer service, mediation, and conflict resolution
Knowledge of specific branch as well as the broader division/departments/branches and interrelationships for project and service delivery
Knowledge of relevant collective agreements, bylaws, policies and procedures, and legislation, including health and safety standards
Knowledge of job-related office productivity software, internet browsers and search engines, enterprise software, discipline-specific software, and technology devices Communication and Interpersonal Skills
Responds service requests that include conflict resolution and dealing with difficult people
Delivers and discusses contentious information/directives which may be resisted
Uses mediation, conflict resolution, and calming and de-escalation techniques
Builds consensus amongst different stakeholders where there may be a difference of opinions
Explains, clarifies, and exchanges procedural and technical information
Liaises with internal staff and external agencies for planning and execution of action
Prepares reports on inspections/investigations for prosecutions Problem Solving and Decision Making
Identifies issues, consults, and follows policies, procedures, and processes in order to achieve regulatory compliance
Evaluates situations and determines actions for regulatory compliance, on limited occasions challenges are unique
