Main Purpose & Function

Reporting to the Senior Cultural Planner of Grants and Awards, the Cultural Planner II - Research and Data combines the skills of cultural planning, policy development, research and data, and administration with hands on experience working with the arts and culture sector.

Guided by the strategic directions and actions of the City's culture plan, _Culture|Shift_, and the City's Equity framework, the position is responsible for developing and participating in processes for arts and culture data analysis and review, and monitoring for policy and program impact


The Cultural Planner sits within and works closely with colleagues on the Grants and Awards team, and will work closely with the Information Management Planner and the Policy Analyst in the department.


Specific Duties & Responsibilities

  • Conducting research and analysis of issues and trends impacting the arts and cultural sector in Vancouver and on the unceded territories of the Musqueam, Squamish, and Tsleilwaututh Nations.
  • Reporting and analyzing grantee data gathered through the City's grants management system (VanApply) and the national arts database (CADAC).
  • Monitoring progress and leading program reviews of the City's cultural grants and awards programs against the City's culture plan (_Culture|Shift) _and the City's equity framework goals.
  • Acting as technical lead for the grants management system (Survey Monkey Apply/VanApply) including building grant programs, designing and building assessment recommendation matrices, and providing technical support to applicants, staff and reviewers.
  • Producing reports and delivering presentations to City Council and civic departments, Committees of Council, Civic Boards and other civic agencies and community committees.
  • Leading and supporting major cultural research projects by identifying, analyzing and prioritizing cultural issues and opportunities in the local arts and culture sector.
  • Tracking cultural sector trends in other cities, provinces, and at a national level.
  • Liaising with Canadian Arts Data (CADAC) team which serves as the national online grants database dedicated to the collection, dissemination and analysis of financial and statistical information about Canadian arts organizations.
  • Supervising staff, contractors and consultants as needed.
  • Consulting with members of the arts and cultural community and responding to general enquiries about cultural grants and awards programs.
  • Performing other related work as required.

Qualifications

Education and Experience:

  • Postsecondary degree in a relevant field (e.g. arts and culture, community planning, data and research) plus considerable related experience, or an equivalent combination of training and experience working in the arts
  • Experience working with local nonprofit arts and cultural organizations.
  • Experience with data analysis and interpretation, research and evaluation, and report writing.

Knowledge, Skills and Abilities:

  • Passion for uplifting the arts and culture sector and commitment to advancing equity and reconciliation
  • Knowledge of Vancouver's diverse arts and cultural community, and the Musqueam, Squamish, and Tsleil-Waututh, and Urban Indigenous peoples and cultures.
  • Knowledge of theory and practice of cultural planning and policy.
  • Knowledge of administrative methods and practices including communication technologies.
  • Excellent information and data management and analytical skills.
  • Ability to communicate complex information in a clear and relevant way for different audiences (written, verbal).
  • Excellent time management skills and ability to multitask in a complex fastpaced environment.
  • Ability to analyze extensive amounts of financial and statistical data in monitoring sector change and assessing nonprofit organizational health and community impact.
  • Ability to identify, analyze and prioritize complex cultural priorities and opportunities to develop and implement appropriate solutions.
  • Ability to prepare reports and make recommendations to government officials and elected representatives.
