Main Purpose and Function
This professional planner position is part of a team in City-Wide and Regional Planning that is working to simplify the City's land use regulations and policies to help streamline permit processing and also to support the development of the Vancouver Official Development Plan.

Specific Duties and ResponsibilitiesCoordinate a review and clean up of the City's land use documents to remove outdated documents, clarify the purpose and content of the different land use document types, and formalize the land use framework in the context a new Vancouver Official Development PlanSupport the development of the Vancouver Official Development Plan, including reviewing and consolidating the City's existing official development plans, and supporting the creation of a generalized land use plan and other contentSupport the development of new zoning districts to streamline implementation of plans, policies and strategies.Identify opportunities to reconcile conflicts between land use policies and coordinate a resolutionOversee the development and implementation of public engagement and consultation processes.Provide advice and support to other work groups with respect to policy coordination and development.Prepare and manage work programs.Consult and work closely with staff from other departments and the public.Supervise staff and manages consultants as required.Prepare and present reports and information to staff, the public and City Council.Represent the City to outside agencies, delegations, and other external functions.Perform other duties and responsibilities as assigned.Qualifications
Education and Experience:A degree in Planning or related studies, preferably a post-graduate degree, combined with considerable experience.Considerable professional experience in the planning field in either municipal or the private sector with developing land use policies and regulations and regulatory frameworks; or an equivalent combination of education and experience.Knowledge Skills and Abilities:Demonstrated experience with zoning regulations, and other related by-laws, land use policies and guidelines and associated review processes.Experience using Sharepoint, Microsoft Office (Word, Excel, PowerPoint), Adobe Creative Suite (Illustrator, InDesign, Photoshop), and GIS software (e.g. ArcGIS)Demonstrated research and analytical skills and experience developing land use policy and regulations.Experience in developing work programs and managing complex planning projects.Proven communication skills in effectively presenting information, preparing reports and responding to inquiries in a clear, concise, and professional manner.Demonstrated ability and skill to work within multidisciplinary team environment using facilitation, conflict resolution and interest based mediation skills to achieve mutually agreeable solutions.Ability to supervise and mentor staff including organizing and directing the work of others engaged in planning work.Experience developing and implementing a range of public engagement processes. Ability to manage priorities in a changing environment, while delivering complex projects on time.Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
