Public Safety Communications

The Department of Public Safety Communications (DPSC); This position provides planning, direction and oversight of equipment, activities, contracted vendors, and resources for Fairfax County's 9-1-1 communications system, with county and region wide impact.

Responsible for the integration of county-wide, multi-agency operations, regional council of government and state operations and planning the long-range strategic evolution of the 9-1-1 technology infrastructure to be interoperable.

Ensures that systems receive, prioritize, and deliver emergency and non-emergency public assistance calls from citizens, fire and rescue units and police stations and officers.

Develops requirements and Requests for Proposals and manages source selection teams to make contract award recommendations for technology infrastructure programs.

Maintains and configures the 9-1-1 systems critical to public safety across multiple locations in the agency and outside jurisdictions and networks.

Participates in industry standard development organizations (SDO) to contribute and write new policies and standards that promote the evolution of 9-1-1 information systems and policies to maximize the integration of technology into current operations Description of Hazard(s): Less than 6' distance from other Coworkers Engineering / Administrative /

Working in close proximity of other coworkers to work on and service equipment.
Administers a large communication system with county and region wide impact (such as, the Public Safety Computer Aided Dispatch (CAD) system, or the Fairfax County's 9-1-1 communications system);
Conducts (self-direction consideration) of technology trends and innovation that leverage opportunities to enhance systems that make existing applications operate more efficiently, enhance utility and functionality, improves an improved user interface, and/or provides for better integration with other systems using newer technologies that provide more innovative ways to solve business needs;
Manages large IT projects which require extensive knowledge and experience of project management methodologies, tools, and practices;
Implements new IT systems;
Oversee and develop training for these new systems as part of the project;
Formulates strategic plans and initiatives for the relevant communications systems supporting 9-1-1 operations and develops detailed requirements and participates as a lead evaluator of vendor proposals for such communications systems used in the County's acquisition and procurement cycle;
Oversees all planning, research, analysis, design and implementation functions and related documentation of new and complex technologies to meet end user requirements;
Provides leadership and works closely with other IT staff and management to ensure that IT policies, procedures, and standards are enforced for existing and new technologies and participates in the formulation of new policies, procedures, and standards as new technologies are deployed;
Provides support to systems that provide outcomes that are heterogeneous, including interfaces or functions that require interaction with other systems and/or entities, such as State and Federal government agencies and/or private sector organizations;
Coordinates and works closely with the Department of Information Technology and DPSC Staff to develop comprehensive technical solutions.
Ensures that the systems meet specified business requirements, operate according to negotiated performance standards, and that enhancements are implemented according to County technology standards and delivered on schedule;
Manages staff, contractors, project plans, and project budget which includes understanding the County's budget process, procurement process and work with users in budget preparation and submission;
Sets priorities, assigns and plans work, assures the availability of resources, and serves as manager and/or senior technical resource for all planning, analysis, design, and implementation functions of large Information Technology (IT) projects;
Thorough knowledge of the capabilities and requirements of various computer platforms functioning in centralized, distributed, client server, and stand-alone operating environments;
Thorough knowledge of systems analysis and programming skills and methodologies;
Thorough knowledge of modern methods, techniques and tools of information systems project management;
Ability to effectively adapt to rapidly changing technology and apply it to business needs;
Ability to plan, organize, and conduct systems analysis and to evaluate business requirements;
Ability to use project management methods, principles, and tools (software) to schedule projects and monitor progress;
Ability to lead efforts in implementing configuration management and systems change management;
Ability to analyze project needs and determine resources needed to meet objectives and solve problems that involve remote and elusive symptoms, often spanning multiple environments in business areas;
Ability to use strong analytical and conceptual skills to create original concepts/theories for various projects;
Ability to communicate technical ideas clearly and in translating user information requirement;
Ability to make decisions based on factual data, and to evaluate the progress or success of systems;

Bachelor's degree in computer information systems, computer science, or related field; plus, five years of experience in information systems and process redesign, project/program management, managing and implementing all phases of the systems development life cycle, including at least three years of supervisory experience.

Four or more years of IT supervisory experience in 911 call processing systems and associated 911 call recording systems.

Excellent public communication and writing skills and experience working with ethnically diverse populations and interdisciplinary stakeholders.
Experience in building, maintaining, and promoting collaborative connections with public safety internal and external partners (police, fire, and EMS)
Ability to work independently and lead interdisciplinary teams and programs and related projects.

Five or more years of experience with problem identification and resolution, needs assessment, cost benefit analysis, procurement, contracts, and contractors.

Five or more years of direct experience managing budgets and program timelines.

CERTIFICATES AND LICENSES REQUIRED:
VCIN -VA Criminal Information Network- Required within 12 months and recertify every 24 months (Required within 6 months)
