Fundraising and Communications Plan
The Immigrant and Refugee Community Organization of Manitoba Inc. (IRCOM) is pleased to announce this Request for Proposals (RFP) for the development of a
Fundraising and Communication Plan that provides strategic direction and concrete actions and steps for an integrated approach (Comms and Fundraising) to increase
IRCOM's donor base. The Plan must be in line with the capacity of the organization and/or outline needed resources. We invite qualified organizations and consultants to submit their proposals for a comprehensive three-year Plan.

Background:


IRCOM is a reputable charitable organization dedicated to providing affordable transitional housing, accessible services and capacity building programs to newcomer refugee families in Manitoba.

Our mission is to assist newcomers in successfully integrating into Canadian society and achieving self-sufficiency.

Over the years, through its various programs and initiatives, IRCOM has provided essential settlement services, educational programs, and community support to thousands of individuals and families, making significant contributions to the community by empowering individuals and families.


As we embark on the next phase of our journey, we recognize the need to enhance our profile, maintain and grow our existing individual donor base, engage larger donors, identify passive donation sources, examine new technologies, and refine our target audience to ensure our sustainability and continued impact.

We have received a grant of CAD 9,000 that has allowed us to find a consulting partner to help us do the same.


Scope:

The selected applicant will be responsible for developing a Fundraising and
Communications Plan (3 year) for IRCOM, consulting with senior management, the

leadership team, the Board and key positions at IRCOM, as and when required. The

Communication Plan should focus on the following areas:

Assess IRCOM capacity:
The year one plan should be aligned with IRCOM's existing internal capacity, with roles and responsibilities defined clearly. Capacity building for the future can be suggested as well including training and capacity
- building for existing and future personnel. The plan should also aim to leverage
IRCOM's existing volunteer base and detail how IRCOM's Board of Directors could be used strategically as an asset.

Building Profile:

The plan should outline strategies to increase IRCOM's visibility and public recognition within the local community and broader networks with the aim of growing a donor base.

This includes but is not limited to media relations, digital marketing, branding, and public and sector outreach initiatives.

  • Effective, streamlined strategies for maintaining IRCOM's current individual and corporate donor base, while stating what can be done to nurture and grow those relationships.
  • Attracting Large Corporate or

Other Donors:

The plan should identify opportunities and develop effective strategies to attract support from large corporate entities, philanthropic organizations, and potential major donors.

This may include sponsorship programs, corporate partnerships, fundraising events, and innovative approaches to donor engagement.

  • Clarifying Target Audience and

Key Messages:
Assess IRCOM's Case for Support
Document (year) for current-day applicability. Conduct a a thorough analysis of

IRCOM's current and potential target audience, with the plan identifying key demographics, community stakeholders, and other relevant groups to help refine IRCOM's messaging.

This may involve market research, focus groups, stakeholder consultations or other tools that may be deemed relevant.

  • Clarify the rationale for why certain directions, strategies, and actions, and not others. Ensure IRCOM has a clear path forward, one that is not reliant on experimentation and 'learn as you go.'

Proposal Guidelines:

Interested agencies are requested to submit a proposal that includes the following elements:

Executive Summary:
A brief overview of their understanding of the project and their proposed approach.

Organizational Profile:
A description of their organization, highlighting relevant experience in strategic planning, marketing, fundraising, and mid size non-profit sector engagement, as well as highlight understanding/ experience with diversity or cross-cultural engagement

Proposed Methodology:
A detailed outline of the approach, including research methods, data collection, analysis, and strategy development. They should demonstrate a clear understanding of IRCOM's context and tailor their methodology accordingly.

Team:
Introduce members who will be directly involved in this project, highlighting their relevant experience and expertise

Project Timeline:
A proposed timeline with key milestones and deliverables. The ideal project timeline is 3-5 months.
