JOB DESCRIPTION

Duties:

  • Plans, develops, and manages the facilities operations and maintenance program(s) for the
Corporate and Field sites; assists in developing and implementing related policies, strategies,
processes, standards and procedures to ensure ongoing success of the program; monitors and
ensures that the operation and maintenance of each facility meets or exceeds environmental,
safety, building code, municipal, and other regulations and requirements.

  • Monitors the performance of the facility maintenance service providers, ensuring asset health
and owner's accountabilities are met; on behalf of the manager, resolves issues related to the
tenants and service providers; maintains and supports good working relationships with eternal and
internal client groups and other BC Hydro LOB's.

  • Researches, analyzes, evaluates, and presents business and financial options, strategies,
benchmarking opportunities and business cases for new and revisions to the facility operation and
maintenance program(s) including capital improvements; implements approved new or revised
program(s); follows up to resolve implementation problems and ensure targets and efficiencies are
maximized

  • Develops and implements strategies to ensure efficient and rational utilization of building assets
across all facilities is optimized; develops action plans to other areas of BC Hydro (e.g. Surrey
campus).

  • Initiates and fosters strategic alliances and partnerships with other areas of BC Hydro and
external organizations for ideas and opportunities to enhance cost effectiveness and efficiency of
facility operation and maintenance program(s); maintains awareness of new and emerging
facilities management technologies and methods via membership in professional organizations,
attendance at seminars and conferences etc.

  • Develops and monitors annual capital and operating cost budgets by setting priorities based on
- health, safety, environmental, and asset health requirements; assists in the preparation of
- departmental budget and plans.
  • Oversees tendering, contract negotiations and ongoing administration of service and other
contracts; follows up to investigate and resolve contractual problems; provides contract
- administration and facilities maintenance program administrative support.
  • Performs duties of a minor nature related to the above duties which do not affect the rating of the
job

Qualifications:

***- Business administration, finance, project management, negotiation and administration,

performance measurement and monitoring, research and analysis methods, techniques and
- processes, computer modeling and monitoring, report preparation and presentation knowledge is
- typically acquired through completion of a diploma in Facilities Management (BCIT) or IFMA
- (BOMA) augmented with BC Hydro in house Common Desktop Personal Computer and other- equivalent.
  • A minimum of 5 years of progressively more responsible and demonstrated experience in


contract development, negotiation and administration including related experience in Facilities- developed listening, oral, written, negotiation communication, interpersonal and teamwork skills.


ADDITIONAL INFORMATION

This position is affiliated with the Movement of United Professionals union (MoveUP/COPE).

  • Regionallybased holding responsibility for approximately 25 sites within the region
  • Frequent travel between sites required (some may involve traveling alone or in isolation). A valid
class 5 Driver's license is required.

  • Assists with conducting building condition assessments in the form of a visual site inspection, as
well as environmental management system inspections on a quarterly basis

  • This is a Full-Time Temporary position for approximately 8 months
