The Canadian Red Cross (CRC) – an inspirational not for profit organization, helps people and communities in Canada and around the world in times of need and supports them in strengthening their resilience.

Strategic Development, Planning and Implementation

Provides leadership and oversight on programs and activities on DRR/CCA supporting the implementation of the DRR/CCA Strategy with a focus on priority populations.

Through collaboration with Communications, and the development of a strategic communication plan, supports the development and delivery of key messages, media campaigns and communications that inform and support risk reduction (DRR) and adaptation to a changing climate.

Defines, develops and oversees the relationships and partnerships supporting DRR/CCA with federal government departments / agencies, research organizations, NGOs and international partners.

Establishes and provides direction on the development of research agendas relating to DRR/CCA and Climate Adaptation to inform strategic direction.

Establishes strategic and long-term direction for DRR/CCA programs/activities, plans and establishes performance standards and makes recommendations to Vice President, Risk Reduction and Resilience Programs.

Ensures geographic operational personnel have access to best practice and guidance on the incorporation of best practice towards reducing risk and vulnerability related to disasters and climate change with alignment to geographical goals and objectives.

Accountable to ensure that the programs/activities are effective, current, accessible and aligned to the Risk Reduction and Resilience Framework as well as in compliance with Federal/Provincial/Territorial regulations/legislation.

Develop and nurture internal and external relationship at National level including with public authorities, private sector and other related non-profit organizations.

Liaise as required with CRC International Operations and Red Cross Red Crescent Movement on matters related to DRR and CCA.

Direct and support the relationship between Risk Reduction and Resilience and the Red Cross Red Crescent Climate Centre and Global Disaster Preparedness Center (GDPC).

Provide leadership and direction to the team regarding participation in conferences, forums across the country and globally as appropriate Risk Reduction and Resilience Programs is represented according to strategic direction and positioned as a partner of choice in DRR.

As required, attends and/or presents at meetings with partners (internal/external) to provide technical or subject matter expertise on core areas, including strategies, program and service development, implementation, and delivery.

Holds relationships with Philanthropy, Communications, People Services, Emergency Management and other internal partners as it pertains to initiatives on DRR/CCA, and collaborates on the development of strategic direction.


Responsibility 4 :
People Management

Provide active leadership, direction, expertise, and innovation in human resource planning and the management of subordinate employees and volunteers.

Ensure personnel deliver on identified objectives by coordinating team roles, setting goals, completing performance assessments, providing coaching, and ensuring all resources and processes support effectiveness and accountability.

Support succession planning efforts and ensure knowledge and resources are adequately transferred to incoming personnel during transition periods.

Supports implementation of all People Services policies and practices, ensuring opportunities are created for professional development, recognizing and celebrating successes, and cultivating a culture of teamwork, collaboration and innovation across all levels and functions of the organization.


Responsibility 5 :
Support to Risk Reduction and Resilience Programs

Lead the development of budgets and ensure regular monitoring of effective use of resources, demonstrated results, and budget efficiency in relation to program objectives.

Collaborates with the Vice President, Risk Reduction and Resilience and leadership team to establish key expected achievements (KEA) for DRR/CCA; monitors the overall performance and success of the programs/initiatives through KEA results,
and in compliance with Federal/Provincial/Territorial regulations/legislation.
Completion of an advanced University degree or similar professional qualification in a related field.
~7-9 years' related work experience with 5 of those years at a senior level or an equivalent combination of education and experience.
~ Work experience with the Red Cross/Red Crescent movement, including time in the field with a National Society is considered a strong asset.
~ Experience working with Indigenous communities an advantage.
~ Solid understanding and leadership experience in the delivery of DRR (behavioral change) Programs.
~ Knowledge of Global Frameworks of the Sendai Framework for Disaster Risk Reduction, the Sustainable Development Goals and the Paris Climate Agreement.
~ Knowledge of International Red Cross Red Crescent commitments and guidance on DRR.
~ General knowledge and understanding of Disaster and Emergency Management issues in Canada.
~ Strong oral and written communication skills in English essential, French is preferred.
~ Experience in building volunteer, community and government partnerships

The majority of the work is performed in an office or home environment. Travel within Canada required 15-20% of time with possible international trips.
Occasional overtime, evening, or weekend work to meet project deadlines, support meetings/events or to meet an operational need.

Field missions can involve working in environments that are unstable and unpredictable requiring very strict adherence to security regulations and with limited access to basic services.
