Under the general supervision of the Senior Clerk, the By-Law Enforcement Operations Clerk assists customers by providing information related to the following by-laws: Neighbourhood Liveability By-Law 1/2008, Vacant Building By-Law 79/2010, and the Community Safety Business Licensing By-law 91/2008 and supporting daily enforcement operations.

This position also provides administrative support to a team of By-Law Enforcement Officers, supervisors and divisional managers, as needed.

As the
_Clerk B - Bylaw Enforcement Operations_
you will:

  • Perform office and technical procedures including basic interpretation of the following by-laws:
  • The Neighborhood Livability Bylaw 1/200
  • Vacant Building By-Law 79/2010
  • Community Safety Business Licensing By-Law 91/200
- Providing professional customer service with current relevant information to residents, business operators, contractors, as well as to internal and external government departments, in a timely and efficient manner.

  • Processing purchase orders, receipts, accounts payable transactions and monitors inventory of goods purchased through PeopleSoft.
  • Completing daily pickups and deliveries off site, within the downtown campus.
  • Schedules and maintains enforcement calendars, packages, tracking systems and generate reports as required.
  • Providing clerical support by performing cashier functions including receipting, refunds, cash transactions, reconciliation and record management.
  • Providing support with the Common Offence Notice Processes including preparing complete files, maintaining & updating database, obtaining Certified Title Searches and Certified Tax Assessments.
  • Responding to enforcement enquires by LBE, Legal Services and Manitoba Justice Staff.
  • Preparing and distributing reports as requested.
  • Monitoring Safetyline.
  • Maintaining the department correspondence tracking and filing systems
  • Performing other related duties compatible with the classification as assigned

Your education and qualifications include:

  • High School graduation or an equivalent combination of training and experience.
  • Demonstrated ability to communicate effectively both verbally and in writing and to meet and deal with a wide variety of people under varying conditions.
  • Ability to acquire working knowledge of the following bylaws within 3 months:
  • Community Safety Business Licensing By-Law 91/200
  • Vacant Building By-Law 79/2010
  • The Neighborhood Livability Bylaw 1/200
  • Working knowledge of the Corporate Financial/Payroll systems (i

e:
PeopleSoft) within 3 months.

  • Ability to acquire working knowledge of the Amanda data system within 3 months.
  • Knowledge of materials management processes and City contracts for purchasing.
  • Demonstrated ability to function effectively in a team environment, and deal with people at all levels in a courteous and tactful manner in accordance with departmental guidelines.
  • Proven ability to work independently with mínimal supervision, under pressure in a stressful and politically sensitive environment.
  • Demonstrated ability to type accurately at 40 w.p.m.
  • Demonstrated proficiency in use of Microsoft Word (basic), Excel and Outlook.
  • Demonstrated ability to organize and prioritize multiple tasks, change focus quickly and work within tight deadlines.
  • Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Policy.
  • Must have demonstrated acceptable attendance and job performance relevant to this position.
