POSITION PURPOSE AND SUMMARY:

The purpose of the LCCPM position is to ensure the provision of quality English language classes, care for newcomer children and community services in fulfilling IRCOM's mission to empower newcomer families to integrate into the wider community through affordable transitional housing, programs and services.


The LCCPM is responsible for:
- planning, administration and implementation of an age appropriate childcare program in accordance with the Care for Newcomer Children (CNC) regulations for children aged 3 months-12 years in off-site and on-site, non-licensed settings
- oversight of the Newcomer Literacy Initiative (NLI) English language classes,
- supporting and overseeing the Common Ground program strengthening Indigenous-Newcomer relations
- supporting the Volunteer and Community Services Programs, ensuring a high level of community engagement activities, and
- managing program staff, budget and funder agreements.

With the support and supervision of the Director of Programming, the Language, Childcare and Community Services Programs Manager will fulfill the following:

DUTIES AND RESPONSIBILITIES:

Program Development and Management (30%)

  • Manage IRCOM's Language, Childcare and Community Services programs ensuring each program meets its objectives
  • Lead program design based on research/innovative models of settlement and incorporate new elements into programming
  • Oversee the development of weekly, monthly and annual program plans
  • Develop and implement strategies to maintain high level participant engagement in all programing areas
  • Develop and supervise special projects that respond to the dynamic needs of participants
  • Monitor program growth and development, ensuring programs are needed, wellrun and coordinated with other IRCOM programs and external partners
  • Monitor and internally evaluate all programs and activities, and provide recommendations to Senior Management
  • Support ECEs and childcare team in developing a multicultural and ageappropriate program for children of parents attending IRCOM programs
  • Support program staff in developing monthly activity plans (including full activity descriptions, snack plans and designated roles and responsibilities for Childcare Program staff in accordance with CNC requirements)
  • Using CMAS tools, coordinate ongoing training for childcare staff members and volunteers
  • Communicate closely with CMAS (the oversight body for CNC) to ensure that CNC guidelines are being met and all monitoring and evaluation processes are in place
  • Communicate closely with IRCOM programs as well as participants to make sure programs are relevant to everyone's needs.
  • Ensure the Childcare Program is compliant with Immigration, Refugee and Citizenship Canada (IRCC) and CNC security requirements

Program Leadership & Support (20%)

  • Lead staff, coordinate programs and promote collaboration between multiple IRCOM programs.
  • Supervise Language, Childcare, and community services staff in the delivery of programming including: Teaching language classes, relationship building with Indigenous peoples, childcare programming and volunteer coordination.
  • Ensure program quality, coordination and accessibility
  • Provide uptodate information and ensure friendly service and relevant referrals to appropriate agencies,
  • Visit and provide support for offsite programs and events on a regular basis
  • Implement and enforce rules, policies and procedures

Human Resource Management (20%)

  • Hire, orient, onboard and train all new NLI, CCP, VCSP and CG staff
  • Supervise, mentor, support and manage performance of staff according to IRCOM policies, procedures and values as well as the collective agreement
  • Manage scheduling and absence management for the teams
  • Coordinate and lead team meetings
  • Design, deliver and update program specific staff training and materials
