Reporting to the Service Director of Winnipeg Child and Family Services (WCFS), the Program and Leading Practice Specialist assists in managing and delivering of the activities provided by the Child and Family Services (CFS) component of the Community Service Delivery Division.

The Program and Leading Practice Specialist is responsible for providing support, mentoring and training to the managers, professional and related staff who deliver the range of programs and services through the WCFS service delivery system.

Qualifications:

Essential:

  • Directly related experience in a leadership role providing consultation and guidance to all levels of the organization.
  • Extensive supervisory experience in assigning tasks and duties, performance and attendance management, while working in a rapidly changing and complex team environment.
  • Leadership experience with coaching, mentoring, and training staff as well as providing advice on the Practice Model (including Structured Decision Model), Provincial Standards and best practice for both case specific and across agency programs.
  • Effective interpersonal skills and the ability to establish working relationships with both internal and external stakeholders.
  • Experience in developing training curriculum, policies and procedures.
  • Strong verbal communication skills.
  • Effective written communication skills.
  • Strong organizational skills with the ability to manage projects, meet timelines and balance competing priorities.
  • Experience with Microsoft Office (Word, Outlook, Excel, PowerPoint) Child and Family Services Information System (CFSIS) and Intake Module (IM).
  • Strong presentation and facilitation skills.

Desired:

  • Experience with forecasting/estimating and accounting for the financial and related resources associated with the delivery of the Department's programs and services.

Duties:


The Program and Leading Practice Specialist provides advice, direction, consultation and leading practice training, mentoring (case specific, organizational and financial) to senior staff, supervisors and related field staff on all matters pertaining to the CFS programs and its relationships to other front line services.

This includes maintaining up-to-date knowledge on best practice and the ability to develop and update training based on evidence informed practice.

The incumbent must be knowledgeable on all programs and services delivered by the region and must have in-depth comprehensive knowledge of CFS practice, standards and legislation.

The Program and Leading Practice Specialist is responsible for assisting regional and program staff in ensuring that provincial programs and their concomitant services are delivered equitably and in an effective fashion.

This position must also assist regional staff, management/executive and program staff in evaluating service effectiveness and making recommendations regarding policy development.
