Role The Consultant will provide Technical Analysis services to the project(s) that are assigned to them.

This role requires a seasoned individual who has experience in providing such services, understands technical architectures, can facilitate sessions with business teams and IT teams, draw out requirements, design and recommend solutions, has hands on experience with making configuration changes and ability to properly document and conduct knowledge transfer to staff members.

Qualifications and Experience Required Technical Skills & Qualifications

  • Significant knowledge of business processes used in permitting, civic planning and development
  • Expertise implementing digital service initiatives as a hybrid of COTS and SaaS products
  • Significant configuration knowledge and technical experience with Permitting systems in a municipal environment, for example Tyler technologies EnerGov, Tempest, Amanda, Infor, Clarity etc.
  • Self-starter with strong analytical and problem-solving skills who takes the initiative and proactively offers suggestions and resolutions.
  • Minimum 3 years' experience with the following: 9.1 User Interface (UI) design. 9.2 Database Skills - SQL, SSMS 9.3 PowerShell 9.4 Agile Methodology
  • Experience and/or knowledge of EnerGov software would be a definite asset
  • Knowledge of Elastic Search would be a definite asset
  • Knowledge of GIS would be a definite asset
13..NET development (testing/troubleshooting the APIs) would be a definite asset

Interpersonal and Communication Skills

  • Excellent written and oral communication skills, including presentation skills.
  • Ability to communicate well with technical and non-technical customers.
  • Very skilled to field a broad range of questions and respond in an appropriate manner.
  • Experienced in managing multiple tasks simultaneously and operating at a fast pace.
  • Self-directed, proactive, analytical, and organized.
  • Public Sector experience preferred

Key Responsibilities/Deliverables:

  • Coding system features/configurations according to system designs & architecture.
  • Ensure program, module and system integrity through thorough testing and adherence to company standards and procedures.
  • Work through all phases of the software development life cycle, including research, design, analysis, requirements, implementation, test automation, and maintenance.
  • Prepare and modify program and system documentation.
  • Provide guidance to less experienced team members to ensure knowledge transfer and training are successfully meeting department goals.
