Did you know?

When an account, deposit or negotiable instrument held or issued by a federally-regulated bank or trust company has been inactive for 10 years and the owner cannot be contacted, it is considered an unclaimed balance and the Bank of Canada acts as custodian on behalf of the owners.

The Unclaimed Properties Office is responsible for managing those accounts and responding to claims made by their owners.


The UPO team is also responsible for servicing and maintaining the registers of Old-Style Canada Savings Bonds, Government of Canada Market Issue bonds, new style Canada Savings Bond and Canada Premium Bonds, including some Registered in the Canada RSP/RIF.


What you will do

Specifically, you will:

  • Review and reconcile Canada Savings Bonds certificate redemption batches received from Financial Institutions. Prepare adjustment transaction packages as they occur.
  • Analyse and identify double encashment occurrences. Subsequently, create a customer case and initiate the recovery of funds using pre established methods.
  • Respond to reconciliation inquiries from the Financial Institutions or their processing centres either in writing or by phone by providing them rational for reconciliation decisions.
  • Act as the prime CRA Set Off program Analyst, ensuring proper records keeping with CRA, and ensuring proper actions are taken depending on client scenarios.
  • Monitor and action Payment Advice Notices received from our payment provider Public Services and Procurement Canada, by either reissuing the payment or by recording the notice as an undeliverable payment.
  • Adjudicate claims received from individuals, estates or corporations. Review supporting documentation provided by the customer to ensure the rightful ownership of balances being claimed by the rightful owner.
  • Review legal documents such as Wills, Court Orders, Power of Attorneys and assess their value against each claim.
  • Responsible for accurate records keeping in different retail debt registers, by performing redemption transactions either from customers or from financial institutions.
  • Provide suggestions for process improvements or system changes to improve service standards and support implementation.
  • Support in developing analysis around operational effectiveness.
  • Participate to Audit reviews.

Your attention to details and methodic approach will enable you to succeed in this role. You are a quick learner and can optimize the use of new technology solutions.

Your education and experience

The position requires a post-secondary diploma with at least 3 year experience in a relevant field or 2 year experience in a related field, with a college diploma or an equivalent combination of education and experience may be considered.


What you need to know

  • Language requirement: English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.
  • Priority will be given to Canadian citizens and permanent residents
  • Security level required: Be eligible to obtain Secret
