Intent of the process

This process will be used to establish a pool of qualified candidates.

It may also be used to staff similar positions with various tenures (Deployment, Assignment, Secondment, Acting, Term or Indeterminate) within Indigenous Services Canada (ISC) and Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) in different locations with various language profiles and requirements (bilingual imperative BBB/BBB or CBC/CBC or English Essential) and various security requirements (reliability or secret).

By default, and in the interest of the greater public service, pools created as a result of staffing processes at ISC may be shared with other government departments.

EDUCATION:
ED1 – Degree from a recognized post-secondary institution with acceptable specialization in economics, sociology, or statistics.

Note: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within the degree program in the required specialization such as history, political studies, or geography. The specialization may also be obtained through an acceptable combination of education, training, and/or experience.

EXPERIENCE:
As a Policy Analyst, you will work closely within a team and support the Manager who will be your direct report and carry out assigned research projects which typically form part of larger studies.
E1 – Experience* in conducting research, analysis, and synthesizing information from various sources.
E2 – Experience* in preparing a range of written documents including meeting notes, reports, memos, and/or presentations.
E3 – Experience* in developing and fostering collaborative relationships.
E4 – Experience* in tracking and monitoring issues.
* Please note that the experience can be gained in a variety of settings including, but not limited to: school, full or part time employment, volunteer or charity work, work within your community, or Native Friendship Centers, life experiences, or similar areas.

ABILITY:
A1 – Ability to demonstrate analytical thinking - Definition: Identifies the elements of a situation or problem, gathers the pertinent information and establishes logical links among the various pieces of information.
A2 – Ability to communicate effectively in writing - Definition: To articulate a point of view in writing that is clear, concise, understood and accepted; to sell the message; to use a respectful tone.
A3 – Ability to communicate effectively orally - Definition: Expressing ideas and information accurately and effectively either one-on-one or in groups with a goal of shared understanding. Communicating and receiving information clearly. Actively communicates with others in an effective manner and adapt style and content to each unique individual, audience and situation.

ASSET QUALIFICATIONS

ASSET EDUCATION:
AED1 – Graduation with a Master's degree from a recognized post-secondary institution with acceptable specialization in a field relevant to the duties of the position.

AE4 – Experience* in interpreting financial data.
AE5 – Experience* in historical research, using archival documents, historical maps, and databases.
AE6 – Experience* in delivering grants and contribution files and/or using the Grants and Contribution Information Management System (GCIMS).
