Position Summary This position is responsible for strategic, academic and administrative leadership for the assigned portfolio. The position sets the vision and direction for the portfolio and provides overall leadership and management of strategy and partnership development, program administration and improvement, contributions to the enrolment plan, Integrated College Plan, and program review and renewal activities, as well as financial and human resources. The position establishes positive partnerships with business, the professional sectors represented in the School of Health Sciences government, and academic communities to enhance the College and the portfolio's brand and reputation, increase partner involvement and sponsorship, and meet the needs of students and potential employers. Duties & Responsibilities 1. Strategic Leadership Provides vision and direction to the College for the assigned portfolio's programs and services through annual planning, development and implementation of strategies that support the direction and priorities of the organization. Participates in the development of the overall educational philosophy of the College, contributes to College-wide planning, decision-making and administration, and communicates the vision and strategic and annual plans to all faculty and staff. Defines short and long-term plans that set out specific programming and revenue objectives for the assigned portfolio and designs proposals and implementation plans that clearly articulate the deliverables for the portfolio. Identifies and removes any barriers to execution including ensuring the appropriate resources are available to meet these objectives. Develops a profile on behalf of the College as a subject matter expert and acts as the College's key contact person in the assigned portfolio. 2. Academic and Administrative Leadership Maintains the relationships between the assigned portfolio and the rest of the College. Promotes a culture of collaboration, student and community focus, and quality programs and services. Fosters the development of innovative teaching/learning strategies and facilitates processes that are consistent with the College mission. Ensures and supports academic quality and integrity in the planning, development, staffing, delivery and evaluation of all programs and services and ensures staff are able to effectively deliver services to current and potential students, as well as external partners. Leads and participates in the development and implementation of policies and procedures regarding instruction, student services, operations and management for the assigned portfolio, and where appropriate, for the College. Monitors adherence to all operating policies and procedures and is involved in resolving related problems and issues. Serves on various College committees such as policy development, leadership, program advisory, institutional and other committees that pertain to the effective operation of school programs and services. Provides leadership in the establishment, maintenance, review and revision of school curriculum and services and, in concert with the Registrar and Dean of Student Development, ensures the instructional curriculum and support services are correctly and adequately outlined in the College Calendar. Stays current on all professional, clinical and instructional developments related to the assigned portfolio and maintains an association with his or her particular discipline. 3. Business Development Embraces an entrepreneurial model to develop and implement programming and services that will meet present and future market demands. Ensures that the college has an effective system for assessing needs and preparing proposals to the appropriate Vice President regarding new courses, programs and services. Analyzes economic, market and enrolment influences and initiates changes and improvements to ensure economic growth and diversification while meeting community needs. Cultivates and maintains networks with government, professional associations, program advisory committee members, and academic communities (including student organizations) to develop new relationships and expand existing partnerships that help create, grow or fund the market for the portfolio's programs and services. Represents the College with the authority to establish terms of agreements, letters of intent or contracts of an educational or financial nature. Collaborates with the College's marketing and communications department and other outside agencies to develop and execute plans that will maximize awareness of the value and relevance of VCC programs and services, and increase registrations, ongoing partnerships and new contracts. 4. Financial and Operational Management Contributes to the College's operational and budget planning exercise that establishes the assigned portfolio's expense and revenue targets for which this position is accountable both administratively and financially including developing remedial plans to meet targets, if required. Collaborates with the appropriate Vice President and financial administrators in the annual and on-going budget process, ensuring that financial matters are handled in an effective manner. Develops, approves and monitors the operating budget for the assigned portfolio and any related contract budgets. Works with the Operations Manager to prepares budget and variance reports on a regular basis. Develops and implements the assigned portfolio's policies, processes and systems to ensure financial and administrative accountability including compliance with College standards for registration, fees, grading and student records. Forecasts and communicates the capital equipment and physical plant needs for activities within the assigned portfolio and coordinates the process for assigning capital expenditures once approved. Establishes and maintains effective data collection and information management processes and systems for the assigned portfolio. Either independently, or with Institutional Research, prepares statistical and analytical reports, supporting documentation, related correspondence and other advice for use internally and externally. Oversees financial risk management within the assigned portfolio and assists the Operations Manager and department leaders in risk assessment. 5. Human Resources Management Provides effective leadership and direction to staff in the assigned portfolio and is ultimately responsible for the recruitment, promotion, evaluation, training and development, and performance management of all staff within the scope defined by College policy and the Collective Agreements. Establishes and models standards of excellence related to ethical behaviour, quality, efficiency and superior levels of professionalism. Creates and promotes a positive working environment for faculty and staff that nurtures and encourages maximum performance and creativity. Encourages faculty and staff to participate in the decision making process, where appropriate. Ensures the College's human resources policies and practices are followed within the assigned portfolio. Also ensures contractual obligations are met and work assignments and other conditions of employment are in accordance with College policy and the applicable Collective Agreements. Represents the College in grievance procedures related to faculty and staff. Advises the appropriate Vice President on general as well as educational issues in the collective bargaining process. 6. Performs other related duties as required. Qualifications Education and Experience A Master's degree from a recognized educational institution in a relevant field such as Health, Education or Business Administration. A seasoned healthcare professional with an administrative leadership background, preferably in a post secondary environment. Seven (7) years directly related experience in higher education with a successful track record of strategic and operational planning and innovative and collaborative leadership in a complex multi-union post-secondary environment. Membership in good standing of a regulated health profession within the disciplines taught by the School of Health Sciences is required. Knowledge of the provincial post-secondary system and accreditation processes for health-related programs of study is an asset. Or equivalent combination of education, training and experience. Skills and Abilities Proven ability to plan strategically, initiate action and achieve desired outcomes. Strong entrepreneurial and program development skills and a commitment to innovation. Demonstrated ability to coach and mentor staff and to lead by inspiring and modeling a commitment to the social purpose of education and to a student-focused environment. Demonstrated ability to achieve priority objectives within an environment of changing demands, requirements, and opportunities. Sound knowledge of professional training and development methods and a demonstrated history of involvement in the Canadian system of advanced education, public training institutions, and community agencies in the assigned portfolio field. Proven leadership and negotiation skills and a demonstrated ability to be a strong advocate. Strong budget planning and financial analysis skills. Excellent interpersonal skills with the ability to work collaboratively with a wide range of internal and external communities and stakeholders including a multi-cultural, diverse and often multi-barriered student population. Excellent oral, written and presentation communication skills. Demonstrated project management skills with the ability to solve problems and resolve conflicts. Excellent administrative, planning and organizational skills. Familiarity and commitment to high professional standards for each program's graduates
