The Opportunity


Reporting into the Manager, Airport Safety & Standards, the Operations Specialist is responsible for working collaboratively with other Winnipeg Airport Authority departments, internal stakeholders, external stakeholders and external agencies and regulators to ensure that the Winnipeg Richardson International Airport remains compliant with the Airport Operating Certificate and Transport Canada regulatory requirements in accordance with the approved Airport Regulatory Programs.


Responsibilities include:

  • Ensures that all Airport Regulatory Programs reflect the current physical and operational environment and adheres to aviation regulatory requirements and best practices;
  • Assumes responsibility and control for document development and necessary amendments for all Airport Regulatory programs;
  • Distributes, communicates, and provides reports and/or training to internal and external stakeholders in respect to Airport Regulatory Programs;
  • Coordinates, supports, and ensures compliance of programs for Airport Campus infrastructure projects, land use development, tenant requirements, onsite inspections, and associated maintenance activities;
  • Supports the development, assessment, and review of Airport Planning Activities, Plans of Construction Operations, Airfield Maintenance Programs, and Safety Management Systems ensuring compliance with Airport Regulatory Programs;
  • Compiles and analyzes data from internal and external sources, including safety cases, root cause analysis and risk assessments;
  • Supports or conducts investigations of hazards, incidents or accidents and develops Corrective Action Plans as required under aviation regulatory requirements or industry best practices;
  • Maintains knowledge and expertise in domestic and relevant international aviation legislation, regulations, and policies, including monitoring any new relevant information; and;

Selection Criteria include:

  • Postsecondary education in a specialized Airport Operations field, or equivalent combination of education and relevant experience will be considered;
  • Minimum 3 years' experience within Aviation Operations, with in depth knowledge of Airport Regulatory Programs, Safety Management Systems, and Safety & Emergency Systems;
  • Superior written and oral communication skills;
  • Exceptional technical writing and attention to detail skills;
  • Strong organizational skills with the ability to work as a group or independently prioritizing workload to meet multiple deadlines;
  • Advanced skills in Microsoft Office programs, specifically Word, Excel, PowerPoint;
  • Class 5 driver's license, with the ability to acquire and maintain an Airport Vehicle Operator Permit AVOP;
  • Ability to interpret and review CAD drawings;
  • Occasional travel required.
