With more than 1000 sworn and civilian members, the Waterloo Regional Police Service (WRPS) requires
permanent, part-time
Special Constables. The WRPS delivers exceptional police services to more than 575,000 residents.

As a Special Constable

You will:

  • Monitor, maintain, and control movement in and out of cellblocks and courthouse; escort and guard prisoners in the courthouse and holding cells, transporting to and from Court, interviews, and other locations as required;
  • Update and maintain prisoner transportation sheets, indicating any special needs or instructions pertaining to a prisoners care; and ensure that correct documentation accompanies prisoners as they're transported;
  • Provide prisoner care, including: meals, medications, responding to requests, and contacting lawyers and parents for young offenders;
  • Search all prisoners in accordance with WRPS policies and procedures upon entry into the Cell Block and/or Courts to ensure the safety of the public, staff, and other persons in custody;
  • Control shipping and receiving access; grant access to properly identified personnel and queueing unidentified individuals to be properly screened by building security at shipping doc;
  • Create, update, and maintain prisoner information on WRPS Records Management Systems (RMS); conduct computer queries of charged persons; and notify Officers of outstanding Arrest Warrants;
  • Report any incidents and provide information to Officers regarding high risk prisoners;
  • Fingerprint criminally charged persons in accordance with the Identification of Criminals Act; and input fingerprint forms and photos into computer database;
  • Collect blood, hair, and/or buccal swab samples for DNA analysis as directed;
  • Extract and contain noncompliant, uncooperative, combative, or mentally unstable prisoners in a safe and effective manner;
  • Provide uninterrupted video supervision of prisoners threatening selfharm;
  • Verify court dates, locate parties, and sort and serve Summonses, Subpoenas, and other related Court Documents as required;
  • Complete and log Progress Reports on the PRIDE Niche RMS system after Summonses and Subpoenas have been served; and update address changes on Niche RMS as needed;
  • Provide information regarding status of Summonses and Subpoenas to Police Officers, Crown Attorneys, and other Court personnel as required; and
  • Conduct a weekly check of Cellblock; maintain and order cellblock inventory as needed.

You have:

  • Basic reading, writing, and mathematical skills are required, normally obtained through the successful completion of an Ontario Secondary School Diploma or equivalent;
  • Successful completion of the Test Results Profile or OACP Certificate from Applicant Testing Services (ATS); or certificate of results for Special Constables is required;
  • Previous experience with the regulation, practices, and processes of a criminal justice system is an asset;
  • Knowledge of standardized office and filing procedures and processes, basic keyboarding, and data entry skills;
  • Effective verbal and written communication skills are required to summarize events of incidents in a succinct manner and to communicate with detained persons who may be difficult or emotionally charged;
  • Experience using Microsoft Office programs including Word, Excel, PowerPoint, and Outlook is an asset;
  • Strong communication and interpersonal skills to respond to, and take control of emergency situations in a sensitive manner;
  • Valid CPR and Standard First Aid Certificates from an accredited agency, with renewal per police standards; and
  • A valid Class "G" Ontario Driver's License, with no more than six (6) demerit points.

  • Able to meet government criteria for appointment as Special Constable;
  • Able to meet testing requirements for the position; meeting the required physical fitness, vision, and hearing standards, as well as a psychological suitability assessment through certification by a licensed medical practitioner;
  • Able to gain a thorough understanding of the basic rules of arrest, search and seizure protocol, court etiquette, court procedures and sentencing, 10 and 9000 codes, radio etiquette, the judicial system, and related paper flow processes;
  • Able to participate as an effective team member, and support and project values compatible with the organization;
  • Able to meet police security clearance requirements and to maintain confidentiality;
  • Able to remain current on policies, practices, and standards established by the WRPS as well as provincial and federal legislation; and
  • Tactful and diplomatic; able to effectively diffuse emotional
