Special Constable

The Waterloo Regional Police Service (WRPS) requires a **Special Constable**. **The WRPS delivers exceptional police services to its residents. As the **Special Constable**
**You Will**:
- Maintain court room decorum and search the general public within the courthouse in accordance with the Public Works Protection Act and WRPS policies;
- Intervene when potential breaches of security in court are present and notifies supervisors as required;
- Monitor video surveillance of court house to prevent incidents of disruptive nature;
- Provide assistance to police officers as required for court purposes;
- Provide Family Court supervision in hallways and courtrooms;
- Ensure warrants are confirmed and executes same;
- Record dispositions of criminal cases in primary bail and plea courts;
- Seize drivers’ licences pursuant to court dispositions/Administrative Driver’s Licence Suspension directions;
- Assist in the safe and orderly emergency evacuation of court house (public and prisoners) while maintaining perimeter in conjunction with other emergency services under the direction of the NCO;
- Responsible for the criminal and POA information swearing;
- Complete background checks of participants in the Ontario Court of Justice’s Drug Treatment court for review by the judicial DTC team;
- Responsible for security of prisoners in, during, and out of court;
- Transfer prisoners to interview areas, fingerprint/DNA room and court as required;
- Perform searches in accordance with the Search of Prisoners procedure as directed by a supervisor;
- Record prisoners’ property on a detain sheet or in Niche Custody;
- Document arrival and departure of prisoners from Custodial Facility; review documentation and handle the prisoner’s accompanying documentation;
- Collect blood, hair, buccal swab samples for DNA analysis as required under the DNA Act as ordered by provincial and superior court Judges;
- Fingerprint and photograph criminally charged persons in accordance with the Identification of Criminals Act;
- Monitor court services radio transmissions and facilitates prisoner movement and requests additional resources or officers if necessary;
- Provide uninterrupted and video supervision of prisoners threatening self-harm. Responsible for electronically opening cell and sally port doors and water and light controls within cells.
- Perform cell extractions when dealing with non-compliant, combative or mentally unstable or uncooperative prisoners in a safe and effective manner
- Provide constant physical guarding of prisoners during transport and assessment at medical facilities and when escorting to pharmacies for treatment.
**Other Functions**:
- Swear to Criminal Code, CDSA, Provincial Offences Act and other Information via eIntake, eHub or manual submission in advance of bail and first appearance court appearances.
- Assist Central Division Cellblock as required.
**Escort Duties**:
- Transport prisoners to and from detention centres or custodial facilities;
- Segregate prisoners on bus and within a custodial facility; and
- Conduct escorts to other divisions, police services, hospitals, medical appointments and detention facilities as required.
**Summons Server Duties:
- Sort serving of Summonses and Subpoenaes for accused and witnesses;
- Perform background work necessary to check court dates of charged parties, locate parties;
- Complete and log Progress Report on the PRIDE Niche RMS system after Summonses and Subpoenaes have been served;
- Provide information regarding status of Summonses and Subpoenaes to police officers, Crown Attorneys and other court personnel; and
- Accompanies uniform and/or court special constables on escorts as required.
**Central Custodial Facility Duties
- Monitor custodial facility cameras on a rotational basis with Custodial Facility Police Constable and Sergeant;
- Responsible for prisoner care such as meals, obtaining medical attention as required, responding to requests, contacting lawyers;
- Add prisoner details, risk assessment and records prisoner activity in Niche Custody Arrest Report;
- Fingerprint and/or photograph criminally charged persons;
- Conduct computer queries of charged persons;
- Initiate criminal records file on computerized Records Management System;
- Conduct in-take assessments of prisoners; and
- Provide information to Custodial Facility Sergeant regarding high risk prisoners. Reports any incidents to Custodial Facility Sergeant.
**Wash Court Duties**
- Fingerprint all prisoners prior to WASH commencing;
- Prepare WASH court Informations and submits for approval via eIntake;
- Provide assistance to Crown and Justice as needed during court;
