You will report directly to an Assistant Deputy Minister (ADM)/ Senior Financial Officer (SFO) who is embedded in the ADM office.

Issues management is an anticipatory, strategic management process that helps organizations detect and respond appropriately to emerging trends or changes in the socio-political environment.

These trends or changes may then crystallize into an "issue," which is a situation that evokes the attention and concern of influential internal and external stakeholders.

The outcomes of this position directly effect the service and information provided to ministry stakeholders

Your responsibilities will include:

  • Anticipating issues and identifying solutions related to those issues
  • Developing and coordinating ministry information/reports, including ministerial information requests, meeting/event recommendations, briefings, correspondence, inquiry responses, and other reporting statistics that support the strategic decisionmaking process for executive management.
  • Analyzing and integrating information produced by ministry staff to ensure that information products related to programs and services and policies initiatives align with ministry and government priorities.
  • Strategic Issues Management and coordination as well as working closely with the Deputy Minister's office and other executive offices
  • Developing strong internal relationships with ministry staff to support and frame government decision making.
  • Analyzing and conveying complex information to the Minister's Office, ADM offices and Minister's office.
  • Leading or contributing to cross divisional/department initiatives and

- projects.
  • Developing engagement and communication strategies for the division Providing oversight of divisional budget
  • Managing, facilitating and expediting the process for policy approval
  • Providing advice and solutions to Senior and Executive management on policy and legislative issues

You will demonstrate:

  • Experience in issues management.
  • Project Management involvement
  • Strong knowledge in business communication theories and principles
  • Knowledge of project management principles, methodologies, processes, and best practices
  • Knowledge of research methodologies and change management concepts in order to synthesize information and propose solutions to the ADM/SFO
  • Knowledge of financial, human resources, and administrative processes
  • Well developed communication skills both verbal and written
  • The ability to evaluate and synthesize a diversity of information in a timely manner
  • The forethought to anticipate the impact of the department's actions and initiatives, as you respond to emerging issues in the context of the strategic direction provided by the Deputy Minister and Executive team and the department's strategic plans.
  • Political acumen and be able to articulate the work of the division within the broader government context.
  • The capability to strongly focus on problem solving when issues arise in an everchanging environment
  • Ability to change directions quickly and reprioritize activities in a high volume, highly complex and fastpaced environment is an essential attribute for the position.

Qualifications:


University graduation in a related field (such as Social Sciences, Public Administration and or Business Administration), supplemented by four years related experience is required.

  • Leadership experience in managing complex projects across cross functional teams
  • Experience in interpreting stakeholder business needs and translating them into recommendations.
  • Experience in negotiation and dispute resolution.
  • Experience working and collaborating with diverse groups of people, including facilitating multistakeholder groups.
  • Experience with qualitative and quantitative research approaches, including data analysis.
  • Experience in the government financial/budgets, and planning cycles.

Equivalencies:

  • High School Diploma and 8 years of directly related experience.
  • One year related certificate and 7 years of directly related experience.
  • Two year related diploma and 6 years of directly related experience.
  • Master's degree and 2 years of directly related experience
