Stormwater Management Analyst (Continuous)

Engineering & Public Works Department

POSITION FUNCTION
Supports the long-term sustainment of infrastructure, service delivery and programs related to rainwater and stormwater management.

KEY DUTIES**- Provides administration, tracking, reporting and communications related to the City's stormwater utility and Rainwater Rewards program, and implementation of stormwater management plans on private property, and City green infrastructure assets.

  • Reviews stormwater management plans for new developments and works closely with applicants to ensure compliance with City policies, specifications, and guidelines.
  • Develops and implements business processes and process improvements to support rainwater and stormwater management policy and outcomes.
  • Assists in the development of plans, strategies, policies, design guidelines and specifications related to rainwater and stormwater management, and green infrastructure.
  • Reviews and initiates changes to bylaws (e.g., Sanitary Sewer and Stormwater Utilities Bylaw, Zoning Bylaw, etc.) and plans for appropriate modifications/updates to support rainwater and stormwater policy and outcomes.
  • Keeps apprised of emerging best management practices pertaining to green infrastructure, onsite rainwater management, and climate adaptation.
  • Procures and manages consultancies, as required.
  • Prepares presentations to senior management to seek support and guidance on cross departmental initiatives.
  • Provide technical expertise and analysis related to City green infrastructure assets.
  • Develop and deliver tools and resources to improve the public's understanding and adoption of stormwater and rainwater management programs and policies.
  • Represent the department in various working groups and forums. Organize and facilitate meetings and workshops; liaise with the public/community stakeholders. Present to various internal and external groups.
  • Monitor and evaluate program effectiveness, document performance trends, and recommend program improvements.
  • Coordinates work on multiple projects simultaneously.
  • Perform related duties where required.

INDEPENDENCE:

  • Work is reviewed through discussions with supervisor and department meetings.
  • New initiatives, major projects and policies are discussed with supervisor with recommendations.

KEY SKILLS AND ABILITIES

  • Organize and prioritize work.
  • Critical thinking and analytical skills.
  • Read and interpret technical plans, information, policies, and legislation.
  • Facilitate public meetings and workshops.
  • Deal effectively with the public and outside agencies.
  • Establish and maintain effective working relationships.
  • Excel as part of a team, or independently.
  • Sound understanding of green infrastructure practices, stormwater and rainwater management, and climate adaptation.
  • Understand how environmental issues integrate within the larger context of local government priorities and core services.
  • Working level knowledge of current word processing, spreadsheet, and related specialty software (GIS and ESRI are assets).

QUALIFICATIONS

Formal Education, Training and Occupational Certification:

  • Undergraduate degree in Engineering, Environmental Science, or related field (4 years).
  • Additional relevant training or certification an asset.
  • Current and valid Class 5 BC Driver's Licence.

Experience:

  • 4 years relevant experience
  • An equivalent combination of education.

OTHER:

  • May be requested to substitute in a more senior position.
  • Experience in a local government or public institution setting is an asset.

Work schedule:
Monday to Friday, (35 hour work week)


$52.96 per hour, Pay Grade 16 (under review)
