The Vancouver Fraser Port Authority is responsible for the stewardship of the Port of Vancouver, Canada's largest and most diversified port.

Our mandate as a Canada Port Authority, as set out by the _Canada Marine Act _, is to enable Canada's trade objectives, ensuring goods are moved safely and responsibly through the Port of Vancouver.

That means providing infrastructure and ensuring the safe and efficient movement of marine traffic and cargo within the port.

It also means we carry out reviews of proposed activities and developments on federal port lands and waters to determine whether a project can go ahead without impacts to the environment and community that cannot be mitigated.

The Indigenous Consultation Advisor will:

  • Plans and conducts Indigenous consultation for port authority or tenantled development projects, land use plan, and other strategic initiatives.
  • Develops, implements and reviews consultation plans for projects that require an environmental assessment pursuant to the _Impact Assessment Act _and when appropriate, aligns with the _BC Environmental Assessment Act _.
  • Works with a crossfunctional team to consider all aspects of port development projects and other initiatives and recommends whether consultation is required.
  • Works closely with contractors on engagement and consultation activities.
  • Works closely with relevant port authority departments on known Indigenous issues to ensure they are addressed appropriately through the consultation process.
  • Applies existing legal principles and factors to the analysis of Indigenous consultation.
  • Monitors and analyzes evolving legislation, case law and applicable policy as it may affect port authority Indigenous consultation processes, and advises management.
  • Tracks and records all Indigenous consultation activities in accordance with port authority practice and appropriate federal, provincial or other applicable standards.
  • Provides Indigenous consultation advice and guidance.
  • As required, under the direction of the Manager, works with Indigenous groups on various agreements in whole or part, with Indigenous groups.
  • Represents the port authority at meetings with Indigenous groups and may participate in meetings with local, provincial and federal government representatives, as well as port tenants.
  • Ensures appropriate coordination with the port authority project and environmental review processes as they relate to Indigenous consultation or engagement.
  • Provides recommendations for participation funding to be provided to Indigenous groups.
  • Researches and prepares briefing notes, summary reports, letters and other materials as needed.
  • Responsible for the maintenance of databases; updates and develops as required.
  • Participates on and/or lead cross functional teams.
  • Assists other internal departments with work related to Indigenous consultation or engagement, as required.
  • Performs other assigned duties, as required.


Must be a self-motivated individual with excellent interpersonal and intercultural skills, including tact, diplomacy and the ability to liaise effectively and positively with both staff and outside contacts.

Ability to to analyze individual initiatives in the context of the bigger picture, identify issues, provide advice and escalate situations when necessary.

This person will have an excellent command of the English language, both oral and written. Must be a team player with a "customer service" focus. Good organizational skills and flexibility to perform multiple tasks are required.
