In these roles, you will build meaningful relationships and provide leadership in the development, coordination and implementation of corporate strategies and policies related to Indigenous communities.

About the Ministry
The Ministry of Indigenous Affairs provides corporate Indigenous policy development, management support, negotiates and settles land claims. It also manages the Province's relationships with First Nations, Indigenous organizations (including Métis, Native women, Inuit and off-reserve) and the federal government. As the corporate lead on Indigenous affairs within the Ontario Government, it provides Indigenous policy development and relationship expertise. It coordinates cross-ministry Indigenous policy initiatives and multi-lateral relationship processes.

Effective April 1, 2024 the salary range for this position is $88,496.00 to $128,625.00 per year in compliance with AMAPCEO collective agreement provisions. The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

What can I expect to do in this role?In this role, you will:
• Provide leadership in the development, coordination and implementation of corporate plans, policies, strategies and initiatives
• Lead and manage complex, diverse and challenging Indigenous policy issues
• Provide project leadership on a variety of internal, external and inter-jurisdictional projects
• Participate in procurement and vendor management contract services to support policy development projects
• Consult and negotiate with policy professionals
• Lead the creation of new visions and ideas to resolve problems or shift priorities in response to public/political mandates
• Support a team of program, policy and finance professionals in excelling as they deliver on key files

• Lead concurrent projects with multiple deadlines and competing priorities
• Manage innovative, complex and high profile projects involving multiple internal and external partners/stakeholders/rights holders
• Provide strategic guidance and advice to all levels of staff

Communication and Relationship Management SkillsYou can:
• Foster partnerships with internal staff, other ministries and multi-jurisdictional stakeholders/rights holders
• Communicate complex information to non-technical audiences
• Lead the preparation and presentation of briefings, issues papers, operational work plans and complex policy, Cabinet and Treasury Board submissions to senior management
• Discuss and resolve policy development issues with all levels of staff

Policy Development SkillsYou can:
• Demonstrate knowledge of the policy development and approvals process
• Demonstrate experience in leading performance benchmarking, evaluation of policy and programs, and provide advice on program implementation
• Develop policy options and strategies based on research and analytical data
• Evaluate proposed policies, recommendations and options to ensure they are feasible and align with stakeholder interests and priorities
• Apply knowledge of federal, territorial, municipal and Indigenous planning processes to develop proposals, policies, and communications that are in alignment with partner interests and mandates

Technical KnowledgeYou have:
• Knowledge of Indigenous organizations
• Knowledge of Indigenous relationship processes
• An understanding of current and emerging Indigenous social, economic and financial issues

Research and Analysis SkillsYou can:
• Apply knowledge of research techniques and methodologies
• Conduct environmental scans
• Identify appropriate data sources
• Conduct quantitative and qualitative analysis
• Evaluate trends and assess the possible impacts of proposed policies, programs and initiatives
