If you answered yes this may be the role for you Reactor Decommissioning (RD) is responsible for the execution of all activities associated with the Care and Maintenance, Environmental Remediation and Decommissioning of the Gentilly-1 (G1) waste management facilities located in Becancour, Quebec. The G1 Bilingual ( French/English) Project Manager reports to the G1 Decommissioning Manager, RD Decommissioning and is responsible for the day-to-day coordination of planning, execution, monitoring, and reporting of the decommissioning project work at Gentilly-1 required to complete the commitments made to the Customer in the overall 10 year plan, as well as supporting the Decommissioning Manager for the development of the Annual Plan of Work and Budget (APWB) and delivering the commitments made there-in. Is accountable for the complete delivery of large-scale, high-risk, projects of critical significance, characterized as multi-year in duration and involving a significant financial commitment (typically >$15M annually).

Our Gentilly-1 site is nestled in a predominantly French-speaking town and while our work and documents are primarily in English, in the event of an emergency, audible alarms at the site will be in French. Emails and other communications will be in both French and English.

What will you be doing

• Ensure safety is paramount in all activities.
• Manages a high-risk portfolio of projects of critical significance, characterized as multi-year in duration and involving a significant financial commitment (typically >$15M annually)
• Manages the collective and individual performance of a large project team, (typically around 10 CNL staff) through the establishment of project-related performance objectives, and the provision of both formal and informal performance feedback (appraisal) mentoring and guidance to ensure project(s) success.
• Support the Decommissioning Manager in defining roles and responsibilities, and manages performance, including discipline, appraisals, and merit allocations. Provides constructive feedback including disciplinary action if required or the termination/re-negotiation of external contracts.
• Authorizes project expenditures and procurement requisitions, e.g., purchase orders, invoices, and expense claims within limits of authority.
• Using extensive knowledge of business and management principles, manages all aspects of project planning, budgeting, and resource allocation, through discussions with internal stakeholders to define the scope of the project, deliverables, and timing. Builds and sustains project teams and sets priorities/clarifies goals. Reports progress to the Decommissioning Manager.
• Work closely with Site Operations Manager to ensure the safe execution of work at the G1 site and manage coordination of CNL staff and contractor personnel performing work including sponsoring, lunchroom/change room facilities, training verification, Hydro Quebec (HQ) support and CNL fieldwork oversight.
• Responsible for managing, coordinating, and administering the projects from the conceptual stages through planning, engineering, procurement, construction, start-up, and project closeout.
• Responsible for coordinating with other functional managers (Engineering, Safety & Licensing, Procurement, HSSE, QA) to ensure that functional resource requirements are planned in accordance with Program delivery requirements, and that Program-specific aspects of functional resources are implemented.
• Knowledgeable in Engineering, Safety & Licensing, Procurement, QA, HSSE and applicable business systems to ensure that Program-specific aspects of functional resources are implemented.
• Motivates project team staff to deliver quality results on time and on budget, and coaches/mentors others for success.
• Participates in management team meetings related to project performance, priorities, and staffing.
• Secures external and internal resources to execute the projects.
• Ensuring that applicable Company-wide procedures, operating instructions, and project-specific processes, procedures, and tools are applied to the planning, execution, and control of projects within the Project, and that their application is subject to periodic review for compliance and effectiveness.
• Monitoring and reporting overall progress of projects within the Program, conducting reviews to verify outputs are aligned with plans, while and ensuring that significant variances and trends are investigated.
• Establishing and maintaining a strong and effective Customer relationship.
• Establishing a safe work environment and improve the safety culture in this organization.
• Assuring all safety management programs are followed and appraise the overall nuclear safety on projects.

What we are looking for:

Experience:
• Years of progressively responsible project experience, or equivalent combination of education and experience, in a senior or lead project capacity.
• 5-10 years of construction and/or decommissioning relevant experience or equivalent.
• Achieved PMP or AACE certification (typically).
• An established track record for project delivery and demonstrated leadership, regulatory and company requirements, Operations, Maintenance, HSSE, Construction Management, and Emergency Management.
• Must be self-motivated and flexible relative to work assignments; possess excellent oral and written communication skills and can interface with peers from other company organizations and Senior Management
• Has extensive knowledge of processes related to strategic planning, human resources, and people management.
• Has strong general management skills, including planning, budgeting, resourcing, time management, negotiation skills, contract management and administration, and progress reporting for an executive audience.
• Ability to speak, read, write and correspond in French and English

Education:

A degree from an accredited university in a discipline relevant to project management, engineering, business, or commerce and an excellent track record for leading large projects to successful conclusions.

Security Clearance Requirements:

Security clearance eligibility required: Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom.

CNL’s Gentilly-1 Prototype Reactor (shut down and partially decommissioned) is located on the Gentilly Nuclear Generating Station site on the south shore of the St. Lawrence River in Bécancour, Quebec, 100 km northeast of Montreal.
