Job Summary:This position is responsible for developing structured, consistent and professional Regulatory Impact Assessments (RIAs) concerning standards and codes that affect regulated public safety matters (e.g. regulated products and systems). These assessments may be provided to regulators across the various jurisdictions in Canada.

RIAs explain the content of either new or updated standards or codes, in terms of how they will impact key stakeholders (e.g. industry, tradespeople, consumers), either operationally or economically, as well as regulators (e.g. in consideration of potential policy implications).

RIAs support regulators in making decisions about which standards and codes to adopt into regulation, and help drive the business objectives of CSA Standards, by promoting the timely adoption of those standards and codes. This in turn supports the mission of CSA Standards, to ensure that standards are utilized and have a positive impact on society.

This role will work closely with Standards staff, and as required with Testing, Inspection and Certification (TIC) staff, who are involved with the impacted standards and codes, as required, to develop the RIAs. The CSA Standards staff involved would include Project Managers, Program Managers, Directors, and Vice Presidents. As needed, this position may also interface with members of Regulatory Advisory Committees associated with certain standards and codes.

Principal Duties & Responsibilities

  • Collaborate with Standards staff to understand the content of new standards or codes, or updates to existing standards and codes, that might impact key stakeholders such as industry, consumers, tradespeople or regulators

  • Based on the above information, research and analyze the potential operational, economic or policy impacts on key stakeholders

  • Perform regular risk analysis for continual awareness of issues potentially affecting standards and codes, and their impact on regulatory jurisdictions

  • Develop and maintain a library of relevant regulations in sectors that may impact CSA standards as they are updated or developed

  • Conduct ad-hoc analysis on emerging trends in the regulatory environment as it relates to standards

  • Maintain a broad knowledge of the offerings of CSA Standards

  • Demonstrate a working knowledge of the offerings of the CSA TIC business

  • Understand CSA Group's mission and vision, and the organization's value proposition related to business opportunities identified in the Government Relations strategic plan regarding RIAs

Education & Experience

  • Post-secondary education in public policy or an acceptable combination of education and experience in a regulatory environment

  • Post-secondary education in science or engineering or ability to understand technical concepts supported by CSA Standards

  • Additional combination of education and experience in business, statistics, data analytics would be an asset

  • Minimum of 2 years of demonstrated professional writing experience.

  • Technical experience within sectors supported by CSA Standards would be a definite asset

  • Working knowledge of economic/financial analysis methodologies would be an asset

  • Understanding of the Canadian regulatory system and its utilization of standards and codes

  • Understanding of public policy development and management in Canada

  • Recent and significant experience with appropriate professional office software

  • Verbal and written fluency in both official languages would be an asset

  • Detail oriented with advanced inquiry and listening skills

  • Self-motivated

  • Capability of delivering relevant and clear technical documentation

  • Strong research and writing skills

  • Team-oriented with strong collaboration skills

  • Highly organized and able to manage multiple projects at once, under frequent deadline pressure

  • Strong interpersonal skills with the ability to work with people at all levels, both internally and externally
