At this time, the Halifax Port Authority ("HPA") requires a:

Manager, Port Security & Emergency Preparedness

Reporting directly to the Deputy Harbour Master, this role is supported by Operations Centre Staff, third-party contracted security personnel, and alternate designated Cruise Marine Security Facility Officers. Additionally, it involves routine liaising with Halifax Regional Police and Halifax Fire and Emergency. The primary responsibilities include maintaining both the administrative and physical security of property, buildings on landside as well as within the waterside marine harbour limits. Furthermore, this position plays a crucial role within the Incident Command Team during the management of incidents or crises, ensuring effective coordination and response.

ACCOUNTABILITIES

  • As a direct report to the Deputy Harbour Master, this role oversees security-related affairs at the Halifax Port Authority (HPA), encompassing the protection of HPA's managed lands, buildings, critical infrastructure, jurisdictional waters, and marine facilities, including the Halifax Seaport, Ocean Terminals, Richmond Terminals, and the Seaport Cruise Vessel Facility.
  • They conduct security inspections and exercises in alignment with established security plans. These activities are aimed at evaluating and enhancing port security measures, policies, and procedures to adapt to evolving threats, emerging technologies, and best practices within the Canadian port industry.
  • They works closely with the Deputy Harbour Master and Port Operations Centre Officers to ensure capacity is leveraged to plan, monitor, respond and follow-up on day-to-day security issues.
  • Responsibilities include ensuring that the Emergency Coordination Centre (ECC) is fully equipped with Incident Command System vests, placards, communication equipment, forms, manuals, and procedures, ready for immediate utilization in emergency situations.
  • Additionally, this Manager administers emergency preparedness plans, develops exercise scenarios, and organizes training sessions for staff to effectively respond to crises or incidents occurring on port premises or waterways within the Port of Halifax and its mandated jurisdiction.
  • Under the oversight of the Deputy Harbour Master, they manage contracts and budgets for third-party standing and seasonal cruise security details, as well as liaises with relevant HPA departments to maintain security infrastructure such as cameras, gates, and lights. This involves coordinating repairs and developing life cycle plans for these assets.
  • In collaboration with HPA departments, this Manager oversees various administrative tasks, including Crisis and Incident Response Plans, Port Contact Lists, the Emergency Coordination Centre Manual, Emergency Call-out Plans, the Port Credentialing Guide, Port Security Standing Operating Procedures, and Marine Facility Security Plans for Ocean Terminals, Richmond Terminals, and the Seaport Cruise Vessel Facility.
  • Regarding compliance and credentialing, they supervise the HPA Credentialing Office Coordinator to ensure compliance with the Marine Transportation Security Regulations (MTSR) and the Port Security Plan. This includes maintaining a valid Statement of Compliance (SoC) for the Port of Halifax and ensuring adherence to security protocols by alternate Marine Facility Security Officers (MFSOs) for cruise operations.
  • Provides constructive feedback for performance improvement in a timely, fair, and consistent manner. Manages and coaches' direct reports, where applicable. Delegates effectively and maintains a shared workload. Sets and meets deadlines and delivers results.
  • In matters of cyber security, they work with the Information Technology Services (ITS) department to promptly report incidents and is accountable to both HPA and Transport Canada. In the event of a cyber incident, this Manager supports the ITS Director who is the HPA lead in evaluating and coordinating the emergency response.
  • Furthermore, adherence to HPA's Environmental and Health & Safety policies is paramount in all operational activities.

NOTE: These are only the basic and primary duties; related and allied duties may be assigned from time to time as may become necessary to the operation of the Authority.

QUALIFICATIONS

  • A minimum of an undergraduate degree or diploma and three to five years related management experience in the commercial marine and security environment, or the equivalent experience and education combined.
  • Must possess excellent interpersonal skills and be able to communicate effectively, orally and in writing.
  • Must be able to obtain a Marine Transportation Security Clearance.
  • Must be able to obtain a Government of Canada GSP II (Secret) Security Clearance.
  • Must be able to obtain a Marine Facility Security Officer training certificate.
  • Must possess a valid Nova Scotia Driver's license.
  • Persuades others in reaching an integrative agreement or settlement of some matter. Achieves best price, quality, contract, or result that is mutually beneficial to the Authority and its internal and external stakeholders.
  • Must possess leadership skills, sound decision-making abilities, good interpersonal and communication skills to interface with all internal and external contacts.
  • Must be approachable and responsive to the needs of direct reports and the general public and/or port community stakeholders.
  • Effectively elicits contributions and support from internal/external clients. Responsive to needs of team members while enabling the group to move forward.
  • Examines and re-evaluates priorities recognizing impact on others. Ability to effectively assess issues and risks and quickly formulate a response. Takes responsibility for actions.

  • Must be a team player and can work in an ever-changing port environment.

WORKING CONDITIONS

  • Normal full-time office hours and conditions apply with the added requirement to work overtime (after hours and on weekends) as required to support duties of this position.
  • This position may be called upon to work on the Incident Management Team (IMT) during an emergency/incident for extended periods of over-time outside of normal office hours.
  • Frequent exposure to all types of weather conditions and the ability to remain on one's feet to stand/walk for long periods of time is required.
