HOUR OF WORK: FULL-TIME, PERMANENT (35 HRS/WEEK)

REPORTS TO: LANDS MANAGER

WAGE RANGE: $36 - $40 per hour

POSITION SUMMARY: Under the general direction of the Lands Manager, the Referrals Coordinator is responsible for matters related to Tsawout Nation water and land referrals, natural resources and environment within all of the Nation's reserve lands in accordance with the Nation's custom policies, procedures, Land Code and associated land development policies. The Referrals Coordinator is responsible for matters related to Tsawout First Nation water and land referrals requests. This includes coordinating and reviewing all incoming referrals, referral responses, as well as coordinating Cultural Monitors involvement for on-site monitoring. The Referrals Coordinator will also be responsible for maintaining a Lands Department database system. Directions are provided by the Lands Manager in collaboration with the Tsawout Nation Land Management Committee. Coordination with adjacent local and regional government lands personnel may also be required.

KEY ACCOUNTABILITIES

  1. Ensure the timely assessment and processing of land referral requests;
  2. Coordinate with other departments to ensure the accurate and timely preparation, facilitation and response of consultations and engagement letters to all referrals applications received;
  3. Enhancing and Development client relations across all areas of TFN traditional territory;
  4. Conducting research regarding referral and permit requests, coordinating with appropriate internal departments/staff and advisors;
  5. Ongoing communication and attending technical meetings with proponents on behalf of TFN;
  6. Provide guidance, advice and support on land management legislation regulations, leasing matters, policies and practices to Council, Tsawout Nation staff, Tsawout Nation members and others involved in land transactions on the Nation's reserve land to ensure both policy and legislative compliance;
  7. Maintain confidentiality on Land Management issues;
  8. Liaise and consult with staff in other departments, community members, and government and professional agencies (including Archaeology companies, professional biologists, surveyors, lawyers, etc.); and,
  9. Assist the team and leadership with other deliverables as required.

KEY QUALIFICATIONS AND ATTRIBUTES

  • Certificate, diploma or degree in one or more of the following areas: Land Management, Environmental Studies, Human Geography, First Nations Studies and/or Aboriginal Law;
  • Strong interpersonal skills – must have the ability to work effectively with land developers and community members;
  • Excellent verbal and written communication skills including a strong ability in report writing and proposal writing;
  • Excellent organizational skills and attention to detail;
  • Ability to work independently with minimal supervision as well as be a cooperative and contributing member in a team environment;
  • Experience with Referral Management Software (such as LOUIS Toolkit) is an asset;
  • Preference may be given to candidates with familiarity of the Heritage Conservation Act and demonstrated skills and experience in professional cultural resources management report writing and mapping;
  • Knowledge of and experience using Microsoft Office (Word, Outlook, Access & Excel) and proficient data management skills.
  • Must be capable of working flexible hours inclusive of evenings when required;
  • A valid BC Driver's License is an asset; previous experience working for First Nation's an asset; and,
  • Knowledge and understanding of the Tsawout Nation's culture, history, reserve lands, traditional territory, and Douglas Treaty rights are an asset.
