PROGRAM NATURE AND SCOPE:

The Women in Skilled Trades program focuses on advancing the diversity in skilled trades apprenticeships. Building on over 15 years of experience developing and implementing programming for women in the trades and pre-apprenticeship sectors, and through partnership development in Nova Scotia, BC, Ontario, Quebec, and Manitoba, SfC is delivering a program for immigrant and racialized women with a focus on the following Red Seal trades, plumbing, welding, carpentry, horticulture with specialized leadership training, networking, mentorship and mental health supports to help build a holistic pathway to employment in the trades.

The Supervisor will oversee the research, data collection, analysis, and dissemination of labor market information, as well as support the design and develop new programs with a national scope. The Supervisor will use statistical methods and analytical techniques to interpret and present information on labor market to support programs, plans and development initiatives. This includes managing, leading, reviewing and evaluating a wide variety of labor market development programs, focus group activities, impact evaluation initiatives, and related services, measuring impact of programs and services and assessing development of emerging trends amongst immigrant populations to aid informed decision making.

IDEAL CANDIDATE HAS:

  • Ability to identify issues, needs, goal aspirations, skills, abilities, and services needed as well as barriers to accessing those services.
  • Knowledge of the skilled trades sector and labour market trends and opportunities for newcomers in the sector.
  • Sensitivity to, and understanding of, issues and barriers to employment faced by women, immigrants, youth, and other disadvantaged groups.
  • Demonstrated commitment to high standards of culturally sensitive service delivery within an anti-racist and anti-oppressive framework.
  • Good organizational skills and ability to multitask in a quick paced work environment while maintaining a high level of accuracy.
  • Demonstrated a high degree of initiative, risk management, time management and problem-solving ability.
  • Intermediate to master level skills in Microsoft and Google Suite (Word, Excel, and PowerPoint).

  • Plans and manages the development and implementation programs and resources in support of Skills for Change’s program delivery.
  • Identifies needs and solutions for the challenges and gaps in the trades sector, in hiring and successfully integrating immigrant and racialized women in the workplace.
  • Provides expert advice on labour market analysis to inform current program design and new program design.
  • Develops research methodology and frameworks to collect relevant program data and insights.
  • Analysis statistical and labour market data to produce impact evaluations and research papers and other knowledge mobilization products.
  • Provides recommendation to program staff on potential areas of program iteration based on research findings.
  • Support knowledge mobilization activities for the organization.
  • Participates in identifying, engaging and supporting partnerships.
  • Leads research advisory committees to ensure data collection meets robust research and privacy standards.
  • Coordinates/liaises with community, industry sector or professional associations, organizations and representatives to research and provide information about local careers, industries in demand, employment, training, immigration and labour market trends, information, and resources.
  • Works to create a data warehouse, bringing together various labour market data for program design, employment services training solutions for participants.
  • Conducts focus group, one on one interviews and other qualitative research methods with employers, community partners, stakeholders.
  • Oversees the identification and monitoring of Canada wide and Ontario labour market developments to determine economic trends, future of work and learning trends.
  • Contributes to the development and growth of new and existing programs and service delivery models based on labour market research and employer needs in collaboration with SfC program directors, managers, staff and community and business partners.
  • Prepares white papers, and standard labour market information reports that highlight national, regional, and sector-based employment statistics and trends.
  • Attends and participates in internal and external meetings and events that lead to the development of new initiatives, helping coordinate activities across the SfC’s programs, expanding SfC’s network of partners and business supporters, and promotes the Agency in the community.
  • Cultivates successful relationships with local employers in support of employment and training needs.
  • Prepares regular reports on regional and sector-based labour market statistics and trends. Identifying sector-specific career pathways
  • Assists in the preparation of new funding requests and other strategic planning initiatives.

Qualifications, Skills, and Attributes:

  • Bachelor’s degree in business administration, Public Administration, Data Analytics, Research, or a related field is mandatory.
  • A minimum of five years’ experience in the development and management of labour market research and initiatives.
  • At least 2 years’ experience in a direct supervisory role required.
  • A clear vulnerable sector check is required.
  • Advanced ability in oral and written French language skills is considered a strong asset.
  • Demonstrated Knowledgeable of national and provincial labour market initiatives as it relates to key program areas and targets including skilled trades, women, Black, Indigenous and People of Colour communities.
  • Able to utilize statistical methods to analyze complex data and communicate complex information clearly, succinctly, and logically.
  • Demonstrated knowledge of program planning, development, evaluation and reporting to federal and provincial funders.
  • Advanced proficiency in writing position papers, decision papers, program funding proposals, submissions evaluation documents and presentations.
  • Proven negotiation skills and ability to communicate in cross-cultural environments.
  • Able to manage multiple projects and multi-tasking.
  • Able to research, analyze, synthesize, and organize complex information.
  • Solid research background with understanding of data analysis, and summarization in layperson term.
