Metro Vancouver Transit Police ("Transit Police") is the leader in regional public transit policing, operating across 22 communities. It provides policing services to all modes of transit: Bus, SeaBus, SkyTrain, and West Coast Express. In partnership with cross-regional partners, Transit Police prevents crime and provides coordinated police services to transit users throughout the region. It also seeks to have a workforce that is responsive to and reflective of the many diverse communities is serves.
We are currently recruiting for the rank of Deputy Chief Constable. Under general direction of the Chief Constable, the Deputy Chief plans and coordinates policing services for the Transit Police. Generally, the Deputy Chief is assigned to command either the Operational or Administrative Services of the Department. Deputy Chief provides strategic leadership, direction and vision and will be primarily responsible for delivering service to the traveling community by enhancing and fostering working relationships and service delivery between Transit Police, the community and other police jurisdictions. The Deputy will play a key role in supporting the continuum of safety within the Transit Police. This position will identify gaps and opportunities for Transit Police and all stakeholders by working with the community, municipal police services, the RCMP, other police services and stakeholders to ensure full endorsement, coordination and alignment with policing activities in the region. The Deputy Chief manages Inspectors, Staff Sergeants, supervisory personnel and other Department personnel as assigned or required.
Responsibilities
Areas of responsibility include the following:
- Commands all major Operational or Administrative Divisions within the Police Department
- Assists in planning and organization of programs within the Department.
- Aids in administration of Departmental and Divisional budgets.
- Assists in preparing recommendations for the Chief Constable and the Transit Police Board, and oversees the implementation of approved policies. Represents the Chief Constable in the Chief Constable’s absence. Performs related duties and projects as assigned by the Chief Constable.
- Assists in coordinating law enforcement and service activities with those of other jurisdictional police departments and agencies within the Metro Vancouver region.
- Advises and assists subordinates in solving highly complex policing problems
- Develops broad strategies that reflect in-depth understanding and assessment of operational, financial, environmental and social realities and risks. Adapts strategies to take into account evolving trends, best practices and stakeholders.
- Establishes and maintains effective communications with community groups.
- Maintains professional association memberships and attends meetings, seminars and conventions to represent the Department; sets an example for the organization in terms of conduct and professionalism.
- Stays abreast of current trends and innovations
Qualifications
Education
Undergraduate degree in related discipline (Required) and a Graduate / Post Graduate training (Highly Desirable).
Training
Completion of one or more recognized police leadership program(s) or external management designation(s). Examples include:
Senior Police Administrators Course / Executive Development Program / FBI National Academy / Certified Human Resource Professional Membership in related professional organizations
Experience
Minimum Five (5) years' experience in a senior leadership role with a demonstrated competence in law enforcement. Must possess the skills to lead the ongoing development and implementation of both the strategic and operation plans based on the organizations-wide needs and fiscal realities; and possess the ability to adapt the delivery of policing services within those needs and realities; demonstrated ability in organizational leadership, including strategic research, planning and implementation of plans; has led complex law enforcement change management initiatives and has had responsibility for moving those initiatives forward in a collaborative and inclusive manner with the highest standard of professionalism; knowledge and experience in fiscal management and strategic planning; detailed knowledge of the British Columbia Police Act, the Criminal Code of Canada, other laws and regulations and the common law; detailed knowledge of modern law enforcement and crime prevention practices including intelligence driven policing, problem orientated policing, COMSTAT and sophisticated general duty crime management programs; detailed knowledge of police administrative methods, techniques and practices; experience working in a unionized environment with a collective agreement; Frontline urban beat policing preferred.
