The House of Commons’ Finance Services is currently looking to staff the Deputy Director, Resource Management position. This recruitment and selection process is open to employees of the House of Commons Administration.
The House of Commons Finance Services provides a range of financial advice, support and services to the House Administration as well as to Members and their employees in several areas, including financial planning; resource management and analysis; policy development and interpretation; contracting and procurement; asset management; accounting; The Deputy Director, Resource Management is accountable for the development, implementation and continuous improvement of the House of Commons corporate budgeting and reporting processes, including all methodologies, administrative mechanisms, and systems functionalities and tools supporting the financial resource management function. The incumbent is responsible for the development and delivery of the Main and Supplementary Estimates or other Supply processes, budget allocation, monitoring and control, consolidated financial status reports and the year-end financial reports. The incumbent is responsible for the formulation and recommendation to the Chief Financial Officer (CFO) of funding strategies to meet corporate financial requirements in the short, medium and long-term. The Deputy Director, Resource Management is also accountable for provision of costing expertise across all areas of the House of Commons. This includes the development, implementation and management of costing models, tools and services to enable effective estimation, evaluation and management of resources across the House.
Training and development opportunities
Successful completion of a university degree in business administration, finance or a related field AND possession of a Chartered Professional Accountant (CPA) designation or an acceptable combination of education and training combined with extensive experience in the areas of accounting, costing, budgeting and forecasting, financial planning and resource management.

Extensive experience in the development, delivery and management of resource management strategies, processes, and reporting services, and the provision of related analytical and advisory services to Executive management;
Extensive experience in guiding and managing the corporate budgeting process and in the ongoing management and control of budget allocations and statutory appropriations;
Extensive experience in the development and implementation of costing frameworks, processes, methodologies and tools and in the estimation, analysis and evaluation of cost information;
Extensive experience in assessing the effectiveness of existing policies, systems, frameworks and guidelines for resource management purposes and devising and recommending innovative and effective changes or alternatives;
Extensive experience in preparing and delivering briefing documents containing advice and recommendations of corporate or strategic nature and in providing advice;
Significant experience in managing human ressources and financial resources of a division/unit and in leading and providing direction to project management teams and working groups.
