Main Purpose and Function

Reporting to the Civil Engineer I in the Traffic and Data Management Branch, the Engineering Assistant IV prepares and reviews complex AutoCAD designs for traffic signal and signal timing as required by Transportation Division capital projects and development major projects to meet the objectives of the City’s Transportation Plan.

This position is responsible for performing intersection or corridor capacity analysis using traffic simulation software and requires a thorough understanding of industry best practice, and is responsible for maintaining and assisting with the development of engineering design standards.

The Engineering Assistant IV is also responsible to conduct field investigations related to traffic operations and safety; develop field reports, manage branch databases, as well as train and supervise junior engineering assistants. In addition, the position is responsible for reviewing and responding to concerns and requests from Council, public, internal business units and external agencies.

Specific Duties and Responsibilities

  • Develops, monitors and evaluates traffic signal timing plans and control strategies to ensure designs adhere to the Motor Vehicle Act, the Manual of Uniform Traffic Control Devices for Canada; 2020 Traffic Management Manual for Work on Roadways; and Quality Management design guidelines.
  • Prepares and/or reviews Traffic Signal design construction AutoCAD drawings for the installation and rehabilitation of traffic control device, including plan, detail, profile and cross-section drawings.
  • Supervises and/or performs intersection or corridor capacity analysis with Synchro and review similar work from consultants.
  • Represents TDM at field meetings and final commissioning of new and modified traffic signals with operational crew and external contractor.
  • Prepares technical studies, reports (memos, Council reports, etc.), cost estimates and presentations on complex traffic control device related issues as required.
  • Provides technical expertise and conducts research and review of new products and methods of traffic control design.
  • Assists in the review of Transportation assessment and management study and development related reports and analysis.
  • Identifies conflicts between proposed Transportation Division geometric designs, traffic signal designs, and signage designs and recommend options/solutions.
  • Assists in development and maintenance of TDM design standards.
  • Follows Organizational Quality Management standards and documentation protocol including developing and maintaining drafting standards in AutoCAD.
  • Assists Senior Engineer in the hiring of new staff. Develops and supervises technical proficiency testing for new candidates.
  • Provides training and supervision of junior engineering assistants as required.
  • Uses the City’s Hansen system to monitor, coordinate, delegate, track and ensure that SLA requirements for citizen requests are met for the Arterial TDM team.
  • Uses the City’s Hansen system to review and address citizen inquiries and requests from 311. Responds and follows up on public concerns and requests.
  • Conducts field investigations and safety studies including sightline analysis calculations.
  • Other duties/responsibilities as assigned.

Qualifications
Education and Experience:

Technical diploma or advanced technical courses in related field such as Transportation Engineering with considerable practical experience in related work, or university in Civil Engineering, or an equivalent combination of education and experience

Knowledge, Skills and Abilities:

  • Sound knowledge of engineering design principles and methods, and of engineering mathematics.
  • Sound knowledge of departmental procedures relating to various engineering projects.
  • Working knowledge of the city’s street system, transportation policies and regulations, the Street & Traffic By-Law, the Manual of Uniform Traffic Control Devices for Canada, 2020 Traffic Management Manual for Work on Roadways.
  • Ability to read and interpret engineering plans and specifications and perform design drafting.
  • Excellent knowledge of Synchro, AutoCAD, Excel, and Word
  • Ability to work outdoors in inclement weather.
  • Ability to problem solve with accuracy in a technical environment with little or no supervision.
  • Ability to meet tight timelines in a high performance, multi-task environment.
  • Effective written and verbal communication skills.
  • Ability to provide accurate and thorough information to the public.
  • Ability to establish and maintain cooperative and effective working relationships with both internal and external stakeholders.
  • Proficiency in traffic engineering analysis software including Synchro.
  • Proficiency in GIS software would be considered an asset.
  • Proficiency in Google Sketch up and Adobe Photoshop would be considered an asset.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
