The County of Minburn No. 27 invites applications for a permanent full-time Agriculture and Municipal Services Manager position.

Key Responsibilities Include:

Reporting to the Director of Operations, the Agriculture and Municipal Services Manager oversees and coordinates various projects related to agricultural and municipal services. This includes but is not limited to the planning, organizing, and coordinating of agricultural initiatives within the municipality and overseeing the delivery of various municipal services such as waste management, water supply, drainage, open spaces, and wildlife control. In addition to field operations, this position involves planning and administration to ensure the County’s policies and strategic plans are rolled out. The Agriculture and Municipal Services Manager is a member of the management team and is responsible for providing direction to the Director of Operations and supporting the CAO while demonstrating consistent professional leadership.

General responsibilities include:
  • Act in an advisory and administrative capacity to the Agricultural Services Board (ASB).
  • Implementation of agricultural policies and programs with the County.
  • Managing agricultural leases and agreements.
  • Overseeing the maintenance and development of municipal infrastructure related to agriculture, such as drainage, brushing and roadside mowing.
  • Engaging with farmers, landowners, and agricultural stakeholders to understand their agricultural community.
  • Facilitating communication and collaboration between the municipality and the agricultural community.
  • Organizing educational programs and workshops for farmers and residents on agricultural topics.
  • Develop programs and projects to meet the requirements relating to the areas established for funding by Alberta Agriculture, subject to budget approval.
  • Act as a designated officer of the municipality in carrying out the functions, duties and powers of the municipality under any act relating to agriculture, including but not limited to, the Weed Control Act, Agricultural Pests Act, and Soil Conservation Act.
  • Liaise and consult with local producers, Alberta Agriculture, and other stakeholders.
  • Implement policies and programs related to Municipal Services, which include but are not limited to, utilities, waste management, open space management, and facilities.
  • Ensure that the County’s municipal services comply with the relevant regulations, codes, and safety standards as set by local, provincial, and federal authorities.
  • Implementing and overseeing initiatives to promote environmental sustainability in municipal operations, such as recycling programs.
  • Supervising and coordinating the work of departmental staff, including hiring, training and performance evaluation.
  • Assisting in developing and managing department budgets as well as long term planning.
  • Collaborate with other municipal departments to coordinate efforts and ensure alignment with overall municipal goals and priorities.
  • Represent the department positively and professionally regarding all public relations.
  • Address public enquiries, complaints, and concerns related to agriculture and municipal services.
Knowledge, Skills, and Abilities:
  • Knowledge of agricultural practices, including the applicable legislation related to the weed control, pest, and soil conservation acts.
  • Familiar with Municipal Services including waste management, water supply and sanitation, drainage, wildlife control and open spaces.
  • Capability to work under pressure in emergency situations requiring accurate and prompt decisions.
  • Ability to work with minimal supervision.
  • Communicate effectively and accurately, both orally and in writing.
  • The ability to lead and motivate a diverse team of employees and contractors.
  • The ability to adapt to change, unforeseen challenges, and evolving industry standards.
  • Good organizational abilities.
  • Able to deal responsibly with confidential information.
  • Demonstrate high ethical standards and integrity in all aspects of team leadership and service delivery.
  • Must possess reliable public relations and interpersonal skills to clarify facts, provide information and respond to complaints.
Hours of work are 8:00 a.m. to 5:00 p.m., Monday to Friday (1-hour unpaid lunch break). Requirements:
  • Post-secondary diploma in Agricultural Science or an equivalent combination of education, training, and experience may be considered.
  • Have an appropriate Alberta Pesticide Applicator License.
  • 5 years of related experience with 3 years of experience within a municipality.
  • Experience in work order management would be an asset.
  • Demonstrated strong organizational, time management, coordinating and prioritizing skills, and the ability to handle many tasks concurrently.
  • Excellent understanding of Provincial policies and legislation as they affect municipal government and specific areas of responsibility.
  • Proficient in the use of Microsoft Office applications.
  • Knowledge of GIS and GPS technology would be an asset.

Salary Range: Wage for this position is $112,752.66 to $129,386.27 annually (dependent upon qualifications and experience); annual salary is inclusive of any necessary overtime. The County of Minburn offers a competitive pension and benefits package.
