Job DescriptionDirector of Community ServicesFull Time, Term for 5-YearsRole SummaryUnder the direction of the Executive Director, the Director of Community Services will support the members of the Tungasuvvingat Inuit (TI) management team in the process of program development and delivery. Working in close collaboration with the Executive Director, the Executive Team and with Program Managers, the Director will lead and/or support the assessment of community program and service needs; program, project and event planning, budgeting and evaluation; revenue generation; proposal development; and liaison with government, corporate, and not for profit partners and funding agencies. The Director of Community Services utilizes and incorporates the 8 Guiding Principles of Inuit Qaujimajatuqangit and Inuit traditional teachings when approaching all areas of responsibilities. ResponsibilitiesCorporate Program Planning and Management SupportWorking with the Executive Director, Program Managers, and the Executive Team, the Director of Programs will:• Undertake research to identify and prioritize the program and service needs of TI’s membership and service area;• Participate in the development of strategic, operational, program and project plans for TI;• Assist Program Managers in preparing, planning and budgeting materials for inclusion in TI’s strategic and operational planning;• Review and develop corporate policies and procedures to identify gaps or revision needs;• Define and monitor program and service delivery standards;• Participate in staff and Board planning meetings.Program Planning and Management Support• Support Program Managers in analyzing community needs based on research and community input;• Support program/service design by assisting in defining:o Program goals, objectives, intakes, outputs and outcomes;o Financial, facility, equipment, materials, policy and human resources needs; o Impact on and linkages with other TI programs, TI general management and administration, and TI governance;o Program evaluation and program performance measurement/monitoring framework;o Program-specific policies and procedures, including registration, utilization, and case management;o Risks to the program’s clients, staff, management, volunteers, property, finances, goodwill, and image.• Support annual program planning by assisting in the preparation of:o Program targets for intake and output;o Program communication and promotion;o Support event design and management.o Preparing funding applications;o Identify and ensure recording of data to meet reporting requirements;o Assist Program Managers in reporting to meet third party financial and operational reporting requirements.Community Relations and Strategic Plans/ InitiativesWorking with the Executive Director and Program Managers;• Working in conjunction with communications division to prepare literature, news releases, features and materials to promote TI programs, services, events, and corporate achievements to multiple audiences, including clients, media, Ottawa and regional general public, funders, partner organizations and government departments;• Establish effective working relationships, collaborative arrangements and support networks with Inuit and other community groups, funders, partners, and government representatives at the municipal, provincial and federal levels;• Support the development of TI strategic plans and position reports, briefs and policy positions;• Represent TI, as delegated by the Executive Director, in all relationships with other organizations, planning bodies, the community and the media;• Represent TI in its dealings with local and national funding agencies (e.g. United Way, Imagine Canada), professional fundraising networks, foundations, etc. Financial Planning and Management (after incumbent is well acclimated to TI and the position)Working with the Director of Finance and Program Managers, the Director of Programs will:• Develop and assist in implementing a revenue generation plan for specific programs;• Develop and assist in implementing a revenue generation plan for TI as a whole;• Assist in the preparation of a comprehensive annual budget for programs and services;• Assist in the preparation of budgets for TI special events;• Assist in the preparation and submission of program financial reports, internally and to funders as requiredRevenue Generation (after incumbent is well acclimated to TI and the position)Working closely with the Director of Finance, Program Managers, Executive Director and Director of HR and Operations, the Director of Programs will:• Maintain existing and identify additional potential funding sources linked to TI strategic goals to support TI programs, services, events and operations, including government programs, foundations, corporate donors, and other strategies;• Research funder mandate, current and past priorities, eligibility of TI generally and specific program or service, eligible costs, scale of funding, nature of funding (grant or contribution, single or multi-year), application process and intake schedule, reporting and other requirements, and TI history with funder;• Establish and implement longer-term revenue generation strategies, including planned giving and other approaches;• Prepare funding proposals based on program, service, and the annual operational plan;• Support negotiation of funding agreements;• Monitor donor organizations and departments, funders, programs, and other potential revenues sources;• Report to Executive Director and Board on revenue generation activities;• Implement and monitor revenue generation policy, donor recognition policy, and partnership policy.Knowledge, Skills and AbilitiesKnowledge• Knowledge of and appreciation for Inuit culture and values and exemplifying the 8 Guiding Principles of Inuit Qaujimajatuqangit;• Knowledge of the unique needs and issues impacting Inuit communities;• Familiar with Inuit history and the impacts of colonization and the legacy of:o Inuit colonization;o Residential Schools;o Intergenerational traumas;o Ontario’s Inuit history;o Social determinants of health/socio-economic issues/needs• Understanding of government systems, programs, policies and processes;• Program and project design, planning, budgeting, management and evaluation experience;• Problem-solving, decision making and time management skills; fluency in Inuktitut, written and verbal is a definite asset.Education and Experience• Master’s degree in business, public administration, communications, social services, or another relevant field. Some combination of a bachelor’s degree or diploma in a relevant field, plus substantial experience may substitute for the master’s degree;• Significant (5+ years) experience in one or more of the following areas: program management, advocacy or another relevant field;• Significant management experience dealing with progressively complex environments;• Significant program management experience;• Significant experience in budget preparation and oversight;• Previous experience working in an Aboriginal organization is a definite asset• Executive/Business Coaching certification is a definite asset.***Acceptable combinations of education and experience may be considered for this position.
