Why is this role important?
Specialized Care collects and reports information from the mental health and addictions, home and long-term care, and rehabilitation sectors to support improvements in the health care system and ultimately the health of Canadians.

The Senior Analyst plays a key role in organizing and leveraging the pan-Canadian data CIHI holds. This may involve data management, developing and maintaining data and information standards (e.g., methodologies, indicators, and statistics), preparing relevant documentation, providing client support, assessing data quality, producing statistics, fulfilling custom data requests, conducting analysis and contributing to analytical reports. Participates in department/branch projects and initiatives, as well as other meetings and special projects as required.

What you'll do
1. Works with the Lead to manage CIHI data, ensuring it is fit for purpose, and to support the production of key deliverables for internal and external dissemination. Key deliverables include relevant documentation, data tables, custom data requests, and topical analytical reports.

2. Conducts data management activities including writing and updating statistical code
required for the development, computation, analysis, and/or verification of key deliverables. This may include support for the release of data and information through private and public reporting tools, including leading the execution of test strategies / test cases to ensure accuracy of the reported results in adherence with CIHI’s corporate information quality framework.

3. Maintains detailed knowledge of data, tools, and analytical techniques used to produce standard and ad-hoc outputs.

4. Leads and/or contributes to the development of materials (e.g., analytical reports, methodology or technical notes, presentations, educational, media, etc.) for dissemination of findings and knowledge translation, and reviews written products for analytic accuracy and quality.

5. Provides professional and timely client support to respond to internal and external client queries as required.

6. Ensures adherence to, and ability to demonstrate compliance with, CIHI’s privacy and security policies and procedures when using CIHI data and information.

7. Maintains current knowledge of CIHI’s data holdings, trends in health services research and health policy, and stakeholder information needs to support current work and contribute to the development of new analytic proposals.

8. Participates in other meetings and corporate project teams as required.

What you'll bring to the table
• Undergraduate degree in a related field, or equivalent education/experience. A graduate degree in is an asset.
• Three to five years related experience working with relational databases / large datasets, including manipulating, maintaining, and preparing data and presenting analyses and reports for different audiences.
• Proficiency with data manipulation and statistical software, such as Python, R, or other statistical software is essential.
• Proficiency in use of Microsoft Office applications.
• Excellent interpersonal skills and ability to work as part of a multi-disciplinary team with minimal supervision.
• Proven organizational and time management skills, with an ability to manage multiple projects and priorities effectively to meet deadlines.
• Excellent attention to detail and problem-solving skills.
• Fluency in English is required, bilingualism in both official languages is an asset.

Pourquoi ce rôle est-il important ?
L’équipe des Soins spécialisés recueille et diffuse de l’information provenant des secteurs de la santé mentale et de l’utilisation de substances, des services à domicile, des soins de longue durée et de la réadaptation afin de favoriser l’amélioration des systèmes de santé et, à terme, de la santé des Canadiens.

L’analyste principal joue un rôle clé dans l’organisation et l’exploitation des données pancanadiennes que détient l’ICIS, ce qui comprend la gestion des données, l’élaboration et la tenue à jour des normes de données et d’information (p. ex. méthodologies, indicateurs, statistiques), la préparation de documents pertinents, le soutien à la clientèle, l’évaluation de la qualité des données, la production de statistiques, l’exécution des demandes de données personnalisées, la réalisation d’analyses et la participation à l’élaboration de rapports analytiques. De plus, il participe aux projets et initiatives de la Division/Direction, ainsi qu’à d’autres réunions et projets spéciaux, au besoin.

Quelles seront vos responsabilités ?
1. Travailler en collaboration avec le chef d’équipe ou de projet à la gestion des données de l’ICIS, en veillant à ce que celles-ci soient adaptées à l’objectif établi, et à la réalisation des principaux livrables (p. ex. documents pertinents, tableaux de données, demandes de données personnalisées et rapports analytiques thématiques) en vue de leur diffusion interne et externe.

2. Mener des activités de gestion des données, telles que la rédaction et la mise à jour des codes statistiques requis pour la préparation, le calcul, l’analyse ou la vérification des principaux livrables. Participer, au besoin, à la publication de données et d’information au moyen des outils de diffusion privée et publique, notamment en exécutant des stratégies et des scénarios d’essai pour assurer l’exactitude des résultats déclarés, dans le respect du cadre de la qualité des données de l’ICIS.

3. Maintenir des connaissances approfondies des données, des techniques d’analyse et des outils utilisés dans la production des rapports standards et spéciaux.

4. Diriger ou appuyer l’élaboration de documents (p. ex. rapports analytiques, notes méthodologiques ou techniques, présentations, matériel de formation et documents destinés aux médias) aux fins de diffusion des résultats et de transmission des connaissances, et examiner les documents afin d’en assurer l’exactitude analytique et la qualité.

5. Fournir un soutien professionnel et rapide en répondant aux questions des clients internes et externes, au besoin.

6. Assurer la conformité aux politiques et procédures de l’ICIS en matière de respect de la vie privée et de sécurité, et être en mesure de démontrer qu’elles sont respectées, dans le cadre de l’utilisation des données et de l’information de l’ICIS.

7. Tenir à jour sa connaissance des banques de données de l’ICIS, des tendances dans la recherche sur les services de santé et les politiques de santé, et des besoins en information des intervenants afin d’appuyer les travaux actuels et de participer à l’élaboration de nouvelles offres analytiques.

Que mettriez-vous à profit ?
• Diplôme universitaire de premier cycle dans un domaine pertinent ou combinaison équivalente de formation et d’expérience. Diplôme d’études supérieures, un atout.
• De 3 à 5 ans d’expérience de travail avec des bases de données relationnelles ou de vastes fichiers de données, ce qui comprend la manipulation, la tenue à jour et la préparation de données, de même que la présentation d’analyses et de rapports destinés à divers publics.
• Maîtrise de la manipulation de données et de l’utilisation de logiciels statistiques tels que Python, R ou d’autres logiciels statistiques.
• Maîtrise des applications de Microsoft Office.
• Entregent et capacité à travailler au sein d’une équipe multidisciplinaire avec un minimum de supervision.
