The Land Use Planner is responsible for the technical lead on the development and implementation of land use plans for the Cree Nation Government and the Eeyou Planning Commission (EPC). The incumbent is also responsible for the harmonization of Cree Nation land use plans and planning tools with other regional planning initiatives in Eeyou Istchee and provide planning advice and support for Cree community-level planning processes.

Functional Responsibilities:

  • Provide support for the development of a comprehensive Cree land use vision for Eeyou Istchee.
  • Coordinate the development and implementation of land use plans for the EPC/Cree Nation Government.
  • Provide technical support to the Cree-Quebec Table working on the development of the Public Land Use Plan.
  • Provide technical support for Cree community-level land use planning processes, specifically for harmonizing these with land use plans and planning tools developed by, and in collaboration with, the Eeyou Planning Commission.
  • Ensure effective communication and collaboration with other Cree Nation Government Environment Department Units, other Cree Nation Government Departments, Cree entities and external stakeholders.
  • Coordinate public consultation processes related to land use plans.
  • Oversee the gathering of land use-related information required for land use planning.
  • Develop recommendations for regional land use policy orientations, objectives and targets.
  • Collaborate on Cree land use mapping initiatives and on related cultural research required for the development of Cree land use plans and planning tools.
  • Coordinate the processing of CNG Entry and Access Permits for the Eeyou Marine Region Land Claims Agreement (2010).
  • Perform technical assessments of land use and resource management options.

Interaction/Communication Responsibilities:

  • Collaborate in planning EPC meetings, workshops, and activities in function of planning processes and priorities in coordination with other members of the LUP Unit.
  • Provide technical support to EPC Commissioners in carrying out their mandates of ensuring effective representation and participation of Cree governments in land use planning processes, and administrative support for EPC operations.
  • Collaborate with the Eeyou Istchee James Bay Regional Government (EIJBRG) on the Regional Plan for Integrated Land and Resource Development, and on harmonizing land use plans for Category 2 and Category 3 lands.
  • Collaborate with the Eeyou Marine Region (EMR) Planning Commission and Wildlife Board on land use planning and related issues in the marine/offshore area.
  • Collaborate with the Kativik Regional Government on Cree participation in the development of the Kativik Master Plan and related planning tools.
  • Develop working relationships with other regional planning commissions and with neighboring Aboriginal Nations.

Other Responsibilities:

  • Maintain up-to-date knowledge and skills in area(s) of responsibility.
  • Perform other duties as required.

Qualifications

Education:

  • Bachelor’s Degree in Urban/Regional Land Use Planning or equivalent.
  • Membership of a professional planning institute or association is an asset.

Experience:

  • Three to five years of relevant work experience.
  • Experience working on planning issues in rural/remote contexts and/or at the regional scale is an asset.
  • Experience working with First Nations is an asset

Language:

  • Fluency in English.
  • Fluency in French.
  • Fluency in Cree is an asset.

Knowledge and Abilities:

  • Strong knowledge of Geographical Information Systems (GIS) applications.
  • Demonstrated ability to work effectively in an indigenous and/or intercultural context.
  • Customer-focused and service-oriented.
  • Proven ability to communicate effectively.
  • Proven ability to be discreet and maintain confidentiality.
  • Strong attention to detail and accuracy.
  • Strong organizational skills and the ability to multitask.
  • Strong judgment and proven ability to problem-solve.
  • Demonstrated ability to take initiative.
  • Demonstrated ability to work under pressure and to adapt to a changing environment.
  • Working knowledge of computers and Microsoft Office products.

Additional Requirements:

  • Typical office setting where there are no unusual physical demands.
  • Must hold a valid driver’s license.
  • Willingness to travel occasionally.

The Cree Nation Government may, at its discretion, waive any or all of the aforementioned requirements if a suitable candidate who is a JBNQA beneficiary accepts to follow a training plan determined by the Cree Nation Government as a condition of employment.
