Candidate Minimum Qualifications

  • Demonstrated experience with Oracle Forms and Reports.
  • Demonstrated experience working with Oracle PL/SQL.
  • Bachelor's Degree in Computer Science or a related discipline, is considered an asset.
  • Demonstrated experience working with sensitive data and an understanding of the potential impact of coding changes on critical systems.

  • Demonstrated experience creating and maintaining technical documentation including but not limited to functional specifications, release plans and release notes (cite specific examples).

Demonstrated experience providing mentorship and guidance in a lead technical role. Providing directions to technical teams, delivery oversight and communications to multiple stakeholders.

"Demonstrated experience with the following programming tools: Putty, Oracle Developer"

Demonstrated experience with troubleshooting, root cause analysis and solving problems in integrated environments and within SLA guidelines.

Proven record of achievement as a Developer/Administrator with excellent skills in managing systems development, estimating, planning and scheduling project activities and team resources.

Successful completion of application development/deployment projects. Candidate to provide details of the project, timeframe and their role/responsibilities.

Strong interpersonal skills with demonstrated experience working effectively with all levels within an organization to understand business priorities.

  • Demonstrated experience in software testing and quality assurance.
  • Demonstrated experience with various public sector programs and supporting of the applications is considered an asset.


Job Descriptions: The selected candidate will provide the following deliverables / artifacts:

  • Working with ministry personnel to assess and understand business project requirements and desired outcomes.
  • Overseeing the technical implementation and deployment of new business solutions.
  • Delivering and documenting new solutions built in a variety of technologies including Oracle, On-Premises, and Cloud.
  • Delivering solutions that integrate into and/or leverage existing enterprise systems with a focus on maintaining system integrity when handling Class B data.
  • Preparing detailed written and visual documentations using tools such as Word, Visio, Excel, PowerPoint.
  • Troubleshooting problems and delivering timely resolutions to said problems with an understanding of the impact of coding changes can have on crown jewel systems or business.
  • Leading and managing a variety of business technology projects as a Senior Programmer.
  • Designing and developing complex enterprise business technology solutions tailored to organizational needs, including working extensively with PL/SQL.
  • Applying modern business and data analysis practices to inform technology strategies and project outcomes.
  • Interpreting and navigating government documentation and processes to ensure compliance and alignment with project goals
  • Adhering to established technology standards within GOS to maintain quality and consistency across solutions.
  • Collaborating effectively with Ministry partners and third-party vendors to drive project success and integration.
  • Utilizing StarTeam version control tools to manage code streams.
  • Leading and managing a variety of business technology projects as a Senior Programmer.
  • Providing mentorship and guidance to team members, ensuring alignment with project objective.
