The South Kaien Import Logistics Project, on behalf of South Kaien Import Logistics General Partner, a partnership between Metlakatla Development Corporation (MDC) and Prince Rupert Port Authority (PRPA), is looking for a Construction Project Manager to oversee the development of critical logistics infrastructure on South Kaien Island.
The Construction Project Manager (CPM), under the direction of the South Kaien Import Logistics Limited Partnership (LP), is responsible for overseeing the construction of the South Kaien Import Logistics Platform (SKILP), which includes earthworks, transportation, water, sewer, electrical, solid waste, and other related works. The CPM works closely with LP representatives, managing the entire project delivery process from the start of the contract to its completion. This role involves coordinating communications between civil, electrical, geotechnical, environmental, surveying, and archaeological consultants and the prime contractor while also collaborating with the two lead representatives from MDC and PRPA to fulfill reporting and approval requirements for project financing and LP obligations.
Accountabilities
- Manages construction project delivery, including gathering and defining project requirements; developing project charters and scope, project plans, budgets and schedules; identifying staffing requirements and establishing project teams.
- Follow project management methods, procedures, safety, and quality objectives.
- Provides work direction and technical oversight to assigned project team, including scheduling, assignment of work, and review of project efforts project success.
- Review designs and technical documents to provide feedback, identify issues and suggest alternatives.
- Intakes contractor RFIs and ensures the appropriate technical discipline provides timely input and responses while considering the LPs interests regarding cost, timeline and risk
- Conducts field reviews of construction activities and identify and review non-conformances.
- Assesses variances from the project plans, budgets, and schedules, developing and implementing changes as necessary to ensure that the project remains within specified scope and time, cost, and quality objectives.
- Liaises with LP representatives to ensure a coordinated and consistent approach.
- Establish effective working relationships with internal stakeholders, external parties, and agencies. Work collaboratively, negotiate tactfully and in a timely manner, and navigate the processes and mechanisms necessary to develop mutually satisfactory solutions while optimizing benefits.
- Keep LP representatives apprised of progress and issues by conducting formal and informal reviews.
- Conduct formal reviews with the sponsor and Engineering Leadership at project completion to confirm acceptance and satisfaction.
- Review, process and approve monthly invoices from the contractors and consultants on a monthly and timely basis
- Perform other related duties as required.
Job Specifications
Formal Education
- Technical degree or diploma in related discipline is required.
Related Experience
- Minimum of ten (10) years of heavy civil construction project management experience is required.
- Project Management Professional (PMP) certification, or equivalent, is highly desirable.
Other Requirements
- Strong knowledge of heavy civil CPM methodologies, processes, standards and policies.
- Strong knowledge and awareness of regulations, codes and safety standards in design and construction.
- Strong understanding of risk management and ability to identify technical, public interest and public safety risks.
- Strong understanding of financial tracking; ability to develop project budgets, review cost estimates, track, report, and approve costs and variances.
- Considerable knowledge of contracting approaches and procurement best practices.
- Ability to research and analyze complex information, provide feedback, suggest alternatives, identify issues and risks, and make sound decisions.
- Ability to identify construction challenges through the understanding of construction design, sequencing and types of work.
- Ability to ensure quality management principles and practices are followed.
- Demonstrated ability to communicate effectively both verbally and in writing with consultants, contractors and owner representatives. Proven ability to facilitate discussions including mediation, negotiation and problem-solving.
- Proven ability to lead, effectively delegate and hold project team members accountable for their deliverables. Ability to work collaboratively and in a professional, respectful and courteous manner.
- Able to obtain security clearance under Transport Canada’s Security Clearance Program.
- Possess a valid Class 5 Driver’s Licence.
