Job Description

The Senior Identity Access Management Consultant will lead the design and deployment of the Oracle Identity and Access Management (OIAM) 12C environment. The consultant will research new service releases, recommend and implement necessary patches, and ensure compliance with Ontario Public Sector (OPS) security requirements. The role also involves conducting technical gap analyses, managing system certificates, designing integration solutions, and leading proofs-of-concept (POCs) for various hosting platforms.

Key Responsibilities:

  • Lead the design and deployment of the OIAM 12C environment.
  • Research and implement vendor-released patches to maintain compliance with OPS security standards.
  • Analyze and enhance OIAM 12C workflow configurations.
  • Gather firewall rule requirements for the 12C environment.
  • Manage certificates and develop methodologies for certificate updates on federation services.
  • Design, support, and document integration solutions for OPS Secure and BPS Secure.
  • Research and optimize OIAM 12C REST API offerings for program area requirements.
  • Identify and mitigate risks, escalate issues as needed, and maintain project risk registers.
  • Provide regular updates and communication to the Manager or Project Manager.

Skills and Experience Requirements

1. Sustainment of Large Identity Systems (40%)

  • 10+ years of experience sustaining (administration, operations, support, patching, monitoring) COTS-based identity and access management systems.
  • 4+ years of experience with Oracle Identity and Access Management Suite Plus.
  • 4+ years of experience with implementations exceeding 10,000 registered users.
  • 3+ years of experience with Oracle Unified Methodology (OUM) for COTS implementations.
  • 2+ years of experience with system monitoring tools (Nagios, Big Brother).
  • Strong understanding of IT security technologies, including encryption and authentication (PKI, PMI, SSL).

2. Sustainment of Large Application Implementations (30%)

  • 10+ years of experience designing, developing, deploying, and sustaining large applications using:
  • Oracle Fusion Middleware
  • Oracle Identity and Access Management Suite
  • OHS, Tomcat, Windows IIS, IBM HTTP Server, Apache, IBM WebSphere
  • Oracle Database 11g+
  • Oracle Directory Server Enterprise Edition
  • Solaris, Windows, AIX, Linux
  • Experience with ITIL processes (Service Level Management, Change Management, Problem Management, Release Management, Capacity Management).

3. Incident and Problem Management (20%)

  • 10+ years of experience diagnosing and resolving application issues, particularly those related to identity and access management systems.
  • Experience with decision-making processes for troubleshooting and resolving issues.

4. Quality Assurance (10%)

  • 10+ years of experience implementing quality assurance methodologies for applications with 10,000+ users.
  • Experience with Change and Release Management processes for large applications.
  • Experience with automated testing tools (e.g., Team Foundation Server (TFS)).
  • 3+ years of experience with Oracle Unified Methodology (OUM) or equivalent methodologies.

Must-Have Qualifications:

  • 10+ years of experience in sustaining large-scale COTS-based identity and access management systems.
  • 4+ years of experience specifically with Oracle Identity and Access Management Suite Plus.
  • 4+ years of experience with implementations having over 10,000 registered users.
  • 10+ years of experience designing, deploying, and sustaining applications using technologies including Oracle Fusion Middleware, Oracle Identity and Access Management Suite, IIS, Apache, WebSphere, and Oracle Database 11g+.
