The Client

Our Public Sector Client in Gatineau, Quebec is seeking a Bilingual Solution Architect


Duration: From date of contract to March 2025; potential 1 year extension

Location: Remote


What you must bring to this role

Must be Bilingual (English and French)

Must hold a valid RELIABILITY security clearance


* A person with significant experience, has in-depth knowledge, is acquainted with many common problems and knows how to resolve them in a reasonable time frame, knows all technical terms, is aware of the resources available for support (websites, blogs, forums, etc.) and is highly familiar with business intelligence.

** Within the last 10 years.

  • 5 or more years of significant* and recent** experience in business intelligence solution architecture (data architecture, integration, storage, modelling, security access, etc.).
  • 5 or more years of significant* and recent** experience in on-premises, cloud and hybrid technology environments for data projects.
  • Significant* and recent** experience implementing at least 2 business intelligence solution architectures as part of different projects.
  • 5 or more years of significant* and recent** experience working with different IM/IT partners (database, cybersecurity, infrastructure, enterprise architecture, software solutions, etc.) and business sectors.


What you will achieve in this role

a) Phase 1: Gathering of corporate solution architecture needs

(i) The Contractor must gather and analyze IM/IT and sector corporate needs in terms of data integration, storage, preparation, analysis and delivery in a business intelligence context.

(ii) The Contractor must write a document recording the needs gathered and the results of the analysis performed.

b) Phase 2: Proposals for several solution architectures

(i) The Contractor must develop and recommend, for evaluation purposes, solution architectures that align with the needs gathered, the business objectives and current trends in the field and that are in synergy with the corporate IM/IT ecosystem: enterprise architecture, databases and other corporate data sources, data governance, cybersecurity and infrastructure.

(ii) Proposed solution architectures must include, but are not limited to, the following elements:

o Data architecture

o Data integration (ETL/ELT aspects to integrate the different data sources)

o Data storage

 On premises, cloud or hybrid

 Performance

o Data modelling

o Data security

o Naming conventions, norms and best practices

o Data quality (methodology and criteria)

o Data preparation

 Anonymization of data

 Matching of data from different sources

o Data analysis

Data delivery and access management: for the business intelligence team and self-service

o Access to visualization products (dashboards/reports)

o Advantages, disadvantages, risks and costs in the short, medium and long term

(iii) The Contractor must produce clear and detailed associated architectural and technical documentation.

(iv) The Contractor must produce a summary presentation including all the elements mentioned above.

(v) The Contractor must present the proposed solution architectures to internal resources, gather their feedback and make changes if necessary.

c) Phase 3: Implementation of the environment

(i) The Contractor must design and implement the business intelligence environment by applying the solution architecture selected by the internal resources from among the options presented in Phase 2.

(ii) The Contractor must test the architecture through a specific project and ensure compliance with the IM/IT norms:

o From extracting data from multiple sources to producing a dashboard.

(iii) The Contractor must produce associated architectural and technical documentation for reference and maintenance purposes.

d) Phase 4: Implementation of a tool for data quality profiling

(i) The Contractor must recommend data quality profiling tools in conjunction with the implemented solution architecture by evaluating each tool’s advantages, disadvantages, risks and costs. The tool will be used to profile the quality of the data received by the Business Intelligence team.

(ii) The Contractor must install, configure and test the tool selected by the internal resources using a dataset.

(iii) The Contractor must train internal resources to use the tool.

(iv) The Contractor must produce associated documentation.

e) Phase 5: Internal knowledge transfer

The Contractor must transfer knowledge of the work completed to the internal resources at the end of the mandate or at another point to be discussed.
