Job Description

Under general supervision of the Wastewater Laboratory Working Supervisor, the Laboratory Technician performs and reviews analysis of wastewater, and any other related materials. The employee ensures sampling, monitoring and testing complies with city, state, and federal requirements for wastewater analysis. The employee assigned to this classification performs advanced journey level work in chemical, biological, and bacteriological analysis of wastewater and related solids and liquids in support of efficient operation of wastewater treatment operations. The employee is expected to perform a full range, from basic to complex, of laboratory testing, quality assurance, quality control, and information management. The employee prepares recurring reports and records that require assembling information from more than one source. Daily decisions are made requiring interpretation and sound judgment. Employee has occasional contact with the public and must abide by all safety rules and regulations.

Job Responsibilities

1. Performs chemical, biological and bacteriological analysis on wastewater, reclaimed effluent, wastewater plant effluent, industrial and commercial businesses, and the wastewater collection system to determine chemical characteristics or compositions.
2. Performs data entry for required recordings of completed analysis, test observations, field observations, temperature observations, quality control/assurance data and taking necessary corrective action whenever an analysis is out of spec.
3. Maintains records of sampling, analysis, procedures and results.
4. Troubleshoots and examines deviations in laboratory data. Reviews and recommends changes to test procedures for quality assurance.
5. Participates in the preparation of chemical reagents and maintains laboratory inventory supply.
6. Participates in Discharge Monitoring Reports (DMR) quality assurance programs
7. Assists with implementing new methods for laboratory analysis consistent with EPA guidelines and the Manual of Standard Methods for the Examination of Water and Wastewater.
8. Maintains and calibrates laboratory equipment and materials.
9. Operates a variety of equipment, such as spectrophotometer, dissolved oxygen meters, pH meters, turbid-meters.
10. Maintains various records and logbooks for regulatory compliance and related quality control for quality assurance purposes.
11. Must communicate accurately the outcome of testing to the Supervisor and Laboratory Manager.
12. Maintains laboratory facilities, maintains supplies and requests restock of equipment and material.
13. Performs cross-training, back-up services for other departmental positions and other work assignments as assigned.
14. Position requires driving.
15. Performs other duties as assigned.

Knowledge, Skills and Abilities

Minimum Requirements - 1. Job requires an accredited high school diploma or GED equivalent.
2. Job requires one (1) year of related work experience.
3. Must be able to obtain a TCEQ Class "C" License or Texas Water Utilities Association (TWUA) "C" Laboratory Certification within two (2) years of hire.
4. Must hold a valid Texas Driver's Class C License.
5. Must have working knowledge of performing standard laboratory procedures and techniques used in chemical and biological analysis; the use and maintenance of laboratory equipment and the ability to use and care for this equipment; chemical principles and their application in preparing chemical solutions and reagents.
6. Must have efficient knowledge in laboratory safety principles and practices; and arithmetic and algebraic computations.
7. Work requires a comprehensive and practical knowledge of a technical field with use of analytical judgment and decision-making abilities.
8. Must be able to meet and greet the public in a friendly courteous manner, using tact and diplomacy.
9. Must be able to manage time efficiently with self-initiative and oversee assignments through completion using mature judgment.

Physical Requirements

1. Work performed in a laboratory environment with exposure to hazardous materials, chemicals, fumes and gases. May be required to handle or work with toxic and/or hazardous substances and appropriate safety precautions must be taken. Fieldwork may include water analysis monitoring activities around bodies of water.
2. Physical activities required are finger dexterity necessary to operate equipment used in the position, talking, seeing and hearing. Walking, sitting, bending/stooping, pushing/pulling, standing for extended periods of time, and unassisted lifting 50 lbs. associated with the job duties is required.
3. Fieldwork may involve driving to and from worksites and walking on uneven or rough terrain and around bodies of water.

Additional Information

1. This position has no supervisory responsibilities.
2. This is a safety sensitive position subject to random drug and alcohol testing.
3. Must be able to work on irregular schedules, night, weekend and/or holidays and during hurricane and other emergencies.
4. Equipment used includes: Computer, word processor, copy machine, binding machine, spectrophotometer, dissolved oxygen meters, pH meters, ammonia meters, muffler suction apparatus, turbidimeters, radio meters.
