Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families: The Lead, Facilities Transition and Activation, works collaboratively with internal and external partners to facilitate operational readiness, facility activation and transition priorities by providing project and change management expertise and support to the overall Capital or Redevelopment project and site operations. This role works in partnership with key clinical operations leadership, partner areas and the project team to develop and optimize integrated operational readiness, transition and facility activation planning and execution by providing consultation and support to clients to achieve the key deliverables and milestones within the assigned portfolio(s). Portfolios include: Fit-up Operational Readiness and Facility Activation Training, Orientation and Day in the Life (Simulations) Transition Coordination Centre (TCC) and Operational Handover Moves, Cut over, Relocation and Clinical Decommissioning While collaborating and integrating with other portfolios and project work streams, provides project and change expertise, advice, direction and coaching in the development of portfolio strategies and approaches to facilitate the transition and facility activation of new and/or renovated facilities. Responsibilities Provides consultation and support functions to clients requiring project and change management services for facility transition and activation deliverables in a facilities healthcare infrastructure project. Acts as a project and change management consultant lead for the assigned Facilities Transition and Activation portfolio(s), through the planning, development, integration, implementation, monitoring and reporting of the various project phases and deliverables. Collaborates and consults with relevant internal and external partners in order to assess and identify Facilities Transition and Activation needs for the designated area or department Applies change management principles to develop engagement strategies and action plans to maximize sustained success beyond project completion, working collaboratively with other support departments as appropriate. In partnership with clinical and work stream leads, provides coordination and project management for the clinical departments and project workstreams to achieve the Facilities Transition and Activation deliverables, ensuring they align with the capital project or redevelopment project strategies; are integrated across impacted departments, and promote a common goal. Functions as a key resource for the project team and operational and clinical teams to ensure that an optimal structure and approach are in place to achieve desired outcomes. Provides coordination throughout all phases of the change initiative; develops and implements assigned transformation initiatives within a strategic change context. Ensures that an optimal plan/structure is in place to achieve the desired outcomes and benefits. Negotiates and facilitates resolution to impediments to progress the success on behalf of the client arising from project/change management initiatives. Identifies and manages key client strategies and works closely with Communications to develop Facilities Transition and Activation communication strategies. Provides progress monitoring and reporting to clients and partners; develops and manages project tracking material and online resources for the initiative; identifies, manages, mitigates risks, and facilitates issues resolution. Assesses the impact of the transformation (change) initiative from a systems perspective and manages the impacts and interdependencies with other initiatives occurring in Fraser Health. Evaluates the change management and people readiness outcomes against the expected benefits and objectives; assessing the organizational and individual adoption, utilization and proficiency as well as the overall change management performance and application. Ensures continuous awareness and leveraging of lessons learned of previous internal or external Healthcare infrastructure initiatives. Ensures successes and lessons learned of assigned initiative are well documented to inform future Facilities Transition and Activation initiatives. Develops appropriate documentation (e.g., statements of work, proposals, charters, work plans, risk management plans, change management plans, etc.); working collaboratively with other departments on developing effective measurement systems to track progress towards achievement of results/outcomes. Partners with other departments in the development, maintenance and promotion of the organization’s repeatable and sustainable project management, change management and transition and activation processes. Participates in evaluation and refinement of tools and methods utilized by the Facilities Transition and Activation team; champions the various Facilities Transition and Activation methodologies; assists in the development and presentation of the initiative, project, and change management coaching, mentoring and instruction of strategies and materials. Qualifications Bachelor’s degree in Health Science, Business Administration, Leadership, Organizational Development or related field, supplemented with project management, change management and leadership courses plus minimum five years recent, related project and change management experience, including experience involving complex, multi-disciplinary projects within a wide range of partner groups; or an equivalent combination of education, training and experience. Certification in Project Management (PMP/CAPM), and /or Change Management (PROSCI and/or CCMP) is a preferred asset. Professional/Technical Capabilities: Knowledge, expertise and experience related to the Facilities Transition and Activation portfolio(s). In-depth knowledge of organizational change management methodologies tools and approaches. Extensive knowledge of project management principles, practices, methods, standards, tools and techniques. Practical knowledge of and ability to use a variety of office automation software such as Microsoft Office (Word, Excel, PowerPoint, Teams), SharePoint and Smart Sheet. Demonstrated ability to bring together and f diverse groups in a collaborative manner. Demonstrated ability to communicate effectively, both verbally and in writing with all levels of the organization. Effective facilitation skills and the ability to motivate and influence leaders and colleagues. Advanced skills in critical thinking, complex problem solving, planning, project management, change management and group processes. Demonstrated ability to develop, oversee and/or contribute to project communication strategies. Demonstrated ability to work independently and in collaboration with others. Demonstrated ability to develop and maintain effective working relationships with internal and external partners. Physical ability to perform the duties of the position.
