As a Project Manager - Indigenous Relations working in the Building Operations team at Pomerleau Construction, you will play a pivitol role in developing and overseeing our Indigenous Participation Plan (IPP) for projects throughout the region. Working on large-scale ICI projects – ranging from $ million to upwards of $1 billion – you will have the opportunity to ensure the implementation of a strategy that allows the full participation of Indigenous People in Pomerleau's operations, in collaboartion with the various departments related to Indigenous Relations.

What you will do

Following the guidelines and principles of the Indigenous Engagement Plan (IEP) and Indigenous Participation Plan (IPP), implement the strategy and methodology noted to develop lasting and respectful relationships with Indigenous Peoples and contribute to their participation on construction projects located in Ontario. Provide strategic advice on growing and maintaining relationships with Indigenous Peoples, communities, and organizations, Identify, track, and monitor issues, concerns and needs identified by Indigenous communities, clients and partners and determine how Pomerleau can help them build mutually beneficial relationships and capacity building programs. Research, analyze and advise the Project Director on local challenges that impact Indigenous communities and their capacity to participate in Pomerleau’s activities, including potential solutions. Develop and maintain ongoing relationships with key Indigenous communities and organizations in Ontario. In collaboration with the Business Development team, help identify potential business opportunities with Indigenous communities and organizations. Determine clear and realistic objectives through the IPP implementation and develop performance indicators to measure the expected progress. Collaborate with Indigenous Community Representative and Client Advisors, as applicable, in the development of project specific cultural awareness training for employees. Assist in training workers on construction sites located in both urban and remote Indigenous communities to raise awareness of cultural differences and ensure that projects are carried out in a manner that respects the practices and cultures of Indigenous Peoples and their communities. Ensure project work is conducted in a manner that respects cultural and community needs and avoids a pan-Indigenous approach Conduct outreach with Indigenous Communities in accordance with the IPP with ongoing responsibility to revise and adapt the IEP approach to suit project needs as required Collaborate in the implementation of internship programs for Indigenous Peoples, as well as contribution to the application for government funding programs to support skills development (participation in working groups and ongoing outreach efforts) Participate and represent Pomerleau at various regional events. Highlight successes and good practices in relationships with Indigenous Peoples. Work in collaboration with the Contracting Authority, the Indigenous Advisory Committee (IAC), and other community members, on a major project in Northern Ontario. Monitor, and report on the IPP Implementation in accordance with project requirements. Single point of contact representing Pomerleauon the IAC, with responsibilities including advertising upcoming scopes of work on the project for contracting. Responsible for administering the Procurement Plan in the IPP, including processing payments. Liaise to work with each Indigenous community’s Leadership to regularly update the business registry and provide information about procurement schedule on the project. Responsible for implementing the Apprenticeship Plan as it relates to Indigenous skilled trades, and working with unions. Bring forward recommendations from the IAC and matters discussed with community members to the Economic Participation Subcommittee as one of its key participating members. Monthly project reporting to the client on Indigenous Community Participation efforts and progress, as well as the preparation of newsletters for regular public project updates as required. Working closely with Pomerleau’s Construction team, organize, attend and lead meetings with Indigenous Communities, Leadership and businesses throughout IPP Implementation.

This role could be for you if you have

University degree in Engineering, Sustainable Development, Human Science, Community Development, Indigenous Studies, or equivalent experience. 8-10 years of experience in a similar role. Knowledge of the different Indigenous communities in Ontario, including local Indigenous rights and treaties. Knowledge of Indigenous history, cultures, worldviews and forms of governance. Knowledge of the construction industry, an asset. Strong computer skills (Excel, PowerPoint, Word). Strong organizational skills, ability to manage priorities and autonomy. Excellent verbal, written and interpersonal communication skills, including in formal oral presentations and informal talking circles. Ability to coordinate and manage Indigenous consultants. Ability to speak an Indigenous language, an asset. A deep commitment to building respectful and sustainable relationships, supporting decolonization, and combatting all forms of racism and discrimination against Indigenous people. High level of mobility for travel in Ontario, including to Indigenous and remote communities (approximately 10+ days per month). Training/certification in The First Nations Principles of OCAP, an asset. Proven ability to adapt quickly as project requirements and needs change.
