Duties

The Integrated Business Management Services directorate provides internal services to employees of the Canadian Coast Guard including workforce development, workplace well-being, training coordination, and business management.

As an Advisor (PM-04) in Indigenous Relations and Partnerships, you will play a key role in providing support, advice and recommendations to initiate, build and support positive relationships and partnerships with Indigenous groups. You will support the Canadian Coast Guards (CCG) efforts to engage with Indigenous peoples, communities and organizations for meaningful participation in the programs and services provided by CCG as well as support tracking of these engagements. The IRP Advisor will also plan and coordinate training and awareness initiatives and support the negotiation of funding agreements with Indigenous groups and coordinate with regional operational staff on funding arrangements. In addition, they will support the Senior Advisors and Manager in the development of work plans, reports and briefings to senior management on a variety of issues Indigenous relations and partnerships.

As a Senior Advisor (PM-05) in Indigenous Relations and Partnerships, you will play a key role in providing advice and recommendations to initiate, build and support positive relationships and partnerships with indigenous groups. You will help to lead the Canadian Coast Guards (CCG) efforts to engage with indigenous groups and to achieve collaborative agreements on effective and meaningful participation in the programs and services provided by CCG. The senior advisor plans and coordinates activities in the delivery of regional Indigenous initiatives, including training and awareness initiatives, and other CCG projects. They negotiate funding agreements with Indigenous groups and advise regional staff on funding arrangements. They also support treaty negotiations and implementation through consultations with Indigenous communities and Indigenous rights-based representatives. In addition, they support the Manager in the development of work plans, reports and briefings to senior management on a variety of issues related to indigenous consultation and negotiations.

Intent of the process

This appointment process will initially be used to staff one, temporary, position in Dartmouth, NS. The assessment board may create a pool (i.e. list) of fully or partially qualified candidates which may be used to staff similar positions on a permanent or temporary basis within Fisheries and Oceans Canada and the Canadian Coast Guard.

EXPERIENCE:

PM-04 & PM-05
Experience in developing and maintaining collaborative relationships with Indigenous peoples, communities or organizations.
Experience in using Microsoft Office (Word and PowerPoint).

Note:
- PM-04 and PM-05 positions will be determined based on the depth and breadth of experience.

PM-05 Only
Experience in policy implementation and or the delivery of a program or service.
Experience working with, and providing advice to, Senior Managers, or Elected officials such as Chief and Councils or Board of Directors.

Knowledge of Indigenous governments, organizations and communities in the Atlantic context.
Knowledge of Aboriginal* and Treaty Rights in the Atlantic context.

PM-05 Only
Experience in leading the delivery of Indigenous programs and/or projects.
Experience in leading funding mechanisms for Indigenous priorities such grants and contributions to support Indigenous programs.
Experience in leading the coordination and delivery of indigenous awareness training.
Experience with planning and/or implementing processes for fulfilling the Duty to Consult.
